The Human Resources Director is responsible for leading and directing all human resource functions across the district. This position provides strategic leadership and high-level oversight to ensure the effective recruitment, development, and retention of a talented and diverse workforce, in alignment with the district’s long-term goals. Reporting directly to the Superintendent, the Human Resources Director plays a key role in shaping and executing human resource policies, promoting a culture of inclusivity, and supporting the district’s educational mission through the development of a highly effective team of educators and staff.

 

The Human Resources Director is preferred to have DESE certification, an advanced degree in education or a related field, and experience in human resources management. This role requires a strong ability to collaborate with administrators, staff, and stakeholders to address both current and future needs of the district.

 

Key Responsibilities:

 

Strategic Leadership in Human Resources:
Oversee all aspects of human resource management for the district, including recruitment, retention, professional development, and compliance with state and federal employment regulations. Develop and implement long-term strategies/policies that align with the district’s mission and educational goals. Provide leadership over all facets of the on-line employee management system, ensuring accurate and efficient management of recruitment, evaluations, contracts, and personnel workflows across the platform.

 

Talent Acquisition and Retention:
Lead the development and execution of recruitment strategies to attract high-quality talent to the district. Ensure that hiring practices are equitable, inclusive, and aligned with the district’s diversity and inclusion goals. Establish and maintain programs for the retention of top talent, with an emphasis on professional development and career advancement.

 

Job Postings and Descriptions:
Create and manage job postings on the district's website, as well as two other online platforms or job boards, to attract qualified candidates and ensure the district is visible to potential applicants. Write and update detailed and accurate job descriptions for all district positions to ensure clear expectations for all employees and alignment with district goals.

 

Mentorship, Onboarding, and Professional Growth:
Direct the district’s mentor/mentee program alongside other leaders, ensuring new staff are effectively onboarded, welcomed, and supported in their transition into the district. Oversee the onboarding process to ensure all new employees receive the necessary training, orientation, and resources to succeed in their roles. Provide ongoing professional development opportunities for all staff to enhance performance, support retention, and align with district goals and priorities.

 

Collaborate with District and Building Leadership:
Serve as a strategic partner to the Superintendent, district administrators, and school leaders in identifying workforce needs, addressing performance concerns, and implementing organizational changes. Provide advice and counsel to administrators on matters related to staffing, employee relations, and organizational development.  Oversee the district’s substitute processes by working closely with Penmac Staffing Services to ensure adequate coverage, timely placements, and strong communication with building administrators.

 

Staff Performance, Certification and Development:
Work closely with administrators to ensure timely, constructive evaluations and processes are in place. Support principals in addressing staff performance concerns, including guiding them through disciplinary procedures, termination processes, and the development of professional improvement plans. Provide coaching, documentation tools, and legal compliance support to ensure fair, effective, and legally sound practices. Collaborate with building leaders/staff to foster a culture of accountability and professional growth. Oversee HR-related data management, including staff records, certification tracking, attendance, and compliance reporting. 

 

Chief Executive Officer of the Eagle Foundation:
Serve as the CEO for the Eagle Foundation, overseeing its operations, fundraising efforts, and alignment with district priorities. Work to ensure the foundation’s initiatives support the district’s educational goals and community engagement efforts.

 

Participation and Leadership for District Initiatives and Committees:
Actively participate in and provide leadership to district-level committees, including but not limited to:

  • Calendar Committee
  • CO Cares Team
  • Career Ladder Committee
  • Comprehensive School Improvement Plan (CSIP) Committee
  • Eagle Foundation
  • Finance Committee
  • Policy Committee
  • Professional Development Committee

Legal and Regulatory Compliance:
Serve as a key liaison between individual school buildings and the central office, ensuring open and effective communication between school administrators, district leadership, and staff. Ensure district-wide compliance with all relevant employment laws and regulations, including Title IX, Equal Employment Opportunity laws, and other state and federal requirements. Oversee grievance procedures, employee relations issues, and the administration of nondiscrimination and harassment prevention policies.

 

Custodian of Records:
Serve as the district’s official Custodian of Records, responsible for managing and safeguarding all personnel records in accordance with state and federal laws, including but not limited to employee files, certification documents, evaluations, contracts, and background checks. Respond to records requests in compliance with the Missouri Sunshine Law and other applicable regulations, ensuring accuracy, confidentiality, and timely processing. 

 

Local Agency Security Officer (LASO) Responsibilities:
As the Local Agency Security Officer (LASO), oversee policies related to employee data security and compliance with state and federal regulations concerning the protection of sensitive personnel information. Manage the process of obtaining and reviewing background check results, including fingerprint-based background screenings, to ensure compliance with district policies and state law.

 

Other Duties as Assigned:
Perform additional duties as required by the Superintendent or Board of Education to support district goals and ensure the continued success and development of the district’s workforce.
