SUMMARY OF DUTIES



Reporting to the Manager of Operations, supports both employee and organizational goals by strategically planning the HSR (Hamilton Street Railway) Operations workforce needs and tactically managing schedules to keep the operation running smoothly.

 

Promoting a service-oriented culture with a focus on teamwork and integration within HSR. The Superintendent of Workforce Planning will ensure optimal staffing levels are achieved by forecasting workforce needs and aligning schedules with business objectives. They will Design and implement strategies to improve effectiveness and efficiency, they must balance efficiency with employee satisfaction, and customer service outcomes.

 

Sets above average standards, leads by example & possesses a demonstrated record of strong leadership, analytical thinking, guidance, customer focus, innovation / creativity, team advocacy, staff delegation, empowerment and staff development using data and results for decision making.

 

Evaluates and reports on operational service, financial, administrative and staff performance against internal and external benchmarks.  Possesses a high level of personal integrity with a track record of excellent communication skills.

Accountable to the Manager of Operations for ensuring that workforce planning is consistent with the City of Hamilton mission and vision statements, as well as fulfilling any expansion requirements, responsibility for operational workforce planning programs to maintain service quality, cost effectiveness, timely service delivery and legislative compliance. 

 

RESPONSIBILITIES

 

Develops and maintains workforce plans to meet business needs and goals.


Analyzes historical data and trends to forecast future workforce demands.


Identifies potential staffing gaps and propose solutions.


Monitors and advise on Operator & Inspector board sign-up processes and assist with flawless execution.


Collaborates with HR and department leaders to align staffing strategies with organizational priorities


Creates and manage employee schedules using workforce management tools.


Adjusts schedules based on real-time changes in demand, absenteeism, or business priorities.


Ensures compliance with labour laws, union agreements, and company policies.


Optimizes schedules to balance workload, reduce overtime, and improve employee satisfaction.


Develops and tracks workforce performance metrics (e.g., utilization, adherence, service levels).


Produces regular reporting to leadership on staffing efficiency and scheduling effectiveness.


Recommend improvements to workforce processes and scheduling systems.


Perform other duties as assigned which are directly related to the responsibilities of the position.

 

QUALIFICATIONS

 

  1. Previous substantial experience scheduling workforce, particularly in a transit environment usually gained through a bachelor’s degree in business, HR, Operations, or related field (preferred).
  2. Experience in workforce planning, scheduling, or operations management.
  3. Proficiency in workforce management software (e.g., Trapeze, CAD/AVL).
  4. Strong analytical and problem-solving skills with a proven track record for long-term visioning and big picture thinking.
  5. Experience with data analytics is an asset.
  6. Knowledge of labour regulations and compliance requirements.
  7. Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
  8. Thorough knowledge and understanding of statutes, regulations and by-laws affecting the Department/Section.
  9. Working knowledge of computer software applications.
  10. Demonstrated knowledge of the Health and Safety Act and applicable regulations.

Salary Grade 6



HOURS:

 

35 per week
