Job Responsibilities

The South Carolina Criminal Justice Academy is currently seeking a Human Resources Director II who will report to the Agency Director.  Directs the implementation of a comprehensive human resources program by managing all functional areas.

•Develops, implements and coordinates a comprehensive human resources program by managing such functional areas as recruitment and employment, classification and compensation, leave and attendance, employee/employer relations, Equal Employment Opportunity/Affirmative Action (EEO/AA), workers compensation, benefits, human resources transactions and records. 
•Directs the hiring, screening and selection process. Oversee the onboarding and orientation process.  Establish salary offers for consistency.
•Forecast HR needs and inform Director of needs or potential issues.  Make recommendations regarding planning and development.  
•Write and updates HR policies and procedures.  Prepare reports as needed by Director or Chief Financial Officer.
•Direct’s the agency’s classification and compensation program.  Manage the operations and proper handling of all HR transactions involving FTE, Temp Grant and temporary employees.  Responsible for managing the agency’s payroll process to ensure all is accurate and in accordance with FLSA guidelines.
•Consult with Chief Financial Officer to make recommendations on yearly budget requests regarding salary needs or step increases. Review market trends.
•Consults with supervisors and managers on a range of issues to resolve employee/employer relations matters.  Reviews all documentation for disciplinary actions and prepares letters for the Director’s signature to ensure consistency within our policies and procedures.
•Prepare reports as requested for CALEA accreditation. 
•Develop training as needed for supervisors regarding position descriptions, employee performance plans and evaluations or corrective action. 
•Ensure proper development and implementation of the EEO mandates. Prepare reports for State Human Affairs Commissions (SHAC). 
•Direct the administration of state benefit programs to include leave, insurance and retirement.
•Coordinate all workers’ compensation to include proper documentation with State Accident Fund.  Prepare required OSHA form.
•Manages the agency FTE position allocations and vacancy listing.
•Plans, directs and carries out yearly employee events to include Employee Appreciation and state service awards and any other duties that may be required. 
•Consults with State Human Resources Consultants as required to determine appropriate resolution to issues.


Minimum and Additional Requirements

Bachelors degree and five (5) years related human resources experience.  
An equivalent combination of education and experience may be considered with prior state Human Resources approval. 


Preferred Qualifications

Supervisory experience, working knowledge of SCEIS/SAP, knowledge of Neogov, Bex reporting experience.

•Knowledge of rules and regulations, federal and state laws related to, or affecting Human Resources management.
•Knowledge of SCEIS system, PEBA and Division of State Human Resources.
•Ability to establish and maintain working relationships with staff and outside entities.
•Ability to exercise sound judgement and discretion in applying and interpreting policies and procedures.
•Strong customer service skills.
•Attention to detail.
•Excellent oral and written communication.
