This position is located in the Office of Administration/Human Resources.
Job Purpose:
Under limited supervision, plans and administers workforce planning management programs and procedures for the SC Department of Insurance, including employee relations, classification and compensation, benefits, training, and other human resources programs. Duties are generally semi-routine and diversified requiring the broader application of organizing, planning, and exercising independent judgment. Supervises the Human Resources Assistant and Human Resources Manager.
Job Functions:
1. Supervises and participates in classification and compensation, recruitment, benefits, employee relations, training, and personnel maintenance activities for the agency. In conjunction with the Legal Department, recommends, develops and revises policies; monitors pertinent state and federal regulations; and informs employees and leadership of new and revised policies and procedures and regulations. Using existing SOP’s, develop training for employees new to supervision on responsibilities and expectations of being a manager.
2. Manages the recruitment and selection function, including determining the hiring levels, posting, and advertising vacancies, evaluating applicant qualifications, coordinating EEO reviews, recommending salaries, and developing or securing supporting documentation for hiring levels. Maintains both federal and state compliance.
3. Provides advice and information to supervisors and leadership on classification and salary administration matters and prepares materials to support related requests. Responsible for providing liaison services for the agency with the State of South Carolina Office of Human Resources Management in matters relating to classification and compensation, employee relations, recruitment, training, and reporting procedures.
4. Initiates all appointments of employees, including initial hiring and internal promotions to ensure the best utilization of employees and to ensure that proper procedures are followed. Ensures proper documentation and record keeping for hiring salaries and internal salary actions exceeding delegation authority. Coordinates and manages the hiring, placement and employment of interns and other short-term employees hired to perform seasonal functions for the Agency. Manages the orientation process for new employees, introducing state government policies and procedures, Agency policies and practices, employee benefits, leave and other employee relations programs.
5. Manages the Agency's classification and compensation program. Reviews and analyzes classification and salary administration matters and compiles data and reports as needed and makes recommendations to management regarding employees' compensation. Reviews salary offers prepared by supervisors to ensure compliance with State procedures and Agency pay policies. Prepares documentation to support various salary changes and serves as liaison between the Agency and Division of State Human Resources in all matters concerning classification and compensation.
6. Directs the communication and implementation of the state's benefits program, to include health and life insurance, COBRA, disability insurance, employee leave, retirement, deferred compensation, other tax shelters and other benefits available to employees of state government. Oversees the alternative work schedule and telecommuting programs for the Agency and provides assistance to supervisors in making policy changes and identifying Agency needs relative to various work schedules.
7. Manages employee relations matters and provides consultation to supervisors and other employees to address matters pertaining to employment. In conjunction with the Legal Department, recommends, develops and revises policies. Investigates complaints and makes recommendations for appropriate action. Assists supervisors in preparing proper documentation in relation to employee discipline or other corrective measures. Manages the internal grievance process for the Agency. Investigates employee grievances, directs supervisors and employees through the internal grievance process and ensures that staff are in compliance with Agency policies and procedures outlined in the grievance process. Assists General Counsel with compliance with requests from the South Carolina Human Affairs Commission.
8. Directs employee training and development for a diverse and technical workforce. Identifies training needs based on workforce analysis and consultation with supervisor. Consults with the Executive Management Team regarding training needs and available resources. Reviews training proposals training professionals for delivery of training to staff. Coordinate with various internal and external sources to organize and implement training and development programs for various areas of the Agency.
9. Develops, oversees, and supports succession planning initiatives for the Agency by assessing current leadership depth issues, facilitating talent reviews, identifying development opportunities and assessing staff readiness for leadership and promotion opportunities. Consults with supervisors and employees regarding training and development needs relative to succession planning initiatives. Provides career counseling and support to individual development plans. Monitors and evaluates succession planning outcomes for further review and necessary workforce adjustments.
10. Manages the Agency's performance management process to ensure timely completion of effective reviews and proper execution, accuracy, and consistency of the appraisal process. Works with managers toward effective utilization of the appraisal process to identify training and development needs, advancement opportunities and to ensure proper placement of employees in assigned positions.
11. Provides supervision, direction and leadership to staff assigned to the Human Resources Office Ensures proper training and development of staff and coordinate job duties as necessary to carry out the work of the Human Resources Office,
12. Performs other duties as required by the Deputy Director or Executive Management Team to support the overall goals of the Agency
Considerable knowledge of the principles and practices of human resources administration. Ability to create and maintain effective working relationships with agency employees, supervisors, associates and the general public. Ability to interpret laws, rules and regulations pertaining to human resources.
The successful candidate must have at least three years of working knowledge and experience in South Carolina Enterprise Information System (SCEIS) and NeoGov. At least two years of State Government experience is required to be considered. Must have experience handling employee relations issues to include employee counseling, advice to managers, and documentation of disciplinary actions.
Limited supervision by the Deputy Director of Administration or the Director of the agency; consultation on an as-needed basis. This position is responsible for multiple specialized professional human resources management program areas.
