We are expanding our team to serve the needs of our community in the Lake of the Ozarks, Missouri area! Central Ozarks Medical Center (COMC) is excited to announce an opening for a Human Resources Director!


COMC is a Missouri non-profit, federally qualified health center that has served Pulaski, Laclede, Camden and Miller counties for over 40 years. Responsibilities:  The Human Resources Director is directly responsible for the overall administration, coordindation, and evaluation of the organization's human resources functions.


    Essential Duties and Responsibilities include the following.  Other duties may be assigned.

    • Responsible for creating HR programs, policies, and practices, to ensure organizational compliance with state and federal regulatory requirements, in collaboration with the CEO.
    • Manages daily operations of Human Resource department: oversee HR staff, workflows and projects.
    • Responsible for hiring, training, and evaluation of HR department team members.
    • Ensures HR department team members leave requests/timecards are approved and submitted in time for bi-weekly payroll.
    • Maintains knowledge of industry trends and employment legislation and ensures organizational compliance
    • Provides workforce data insight to leadership (headcount, turnover, retention, labor costs, EEO, DEI, etc.)
    • Works in collaboration with the CEO on organizational chart updates and salary chart revisions
    • Works with the CEO in the annual review, preparation and administration of agency wage and benefit program
    • Collaborates with members of leadership to create and implement employee engagement and retention initiatives
    • Drafts all provider and leadership contracts, addendums, letters of employment, and provider collaboration agreements in collaboration with the CEO and other members of leadership.
    • Drafts agreements for contracted employees (custodian, currier, etc.) in collaboration with the CEO/COO.
    • Oversee the collection of credentialing documentation for new providers and clinical staff per HRSA/FTCA guidelines in collaboration with the Quality and Risk department.
    • Manages Organization’s National Practitioner Database (NPDB) administration; registers providers and clinical staff, pulls primary source verifications.
    • Serve as organization Corporate Compliance Officer: Receive, review, and address compliance complaints submitted by internal and external individuals in collaboration with senior leadership
    • Serves as HRSA Bureau of Health Workforce site administrator, enter provider verifications and clinic site applications
    • Conducts and participates in annual audits (HRSA FTCA, Payroll, 401K Retirement Plan, Workers Compensation Premium audit, MPCA Bi-Annual Compensation and Benefits Survey, EEOC, annual benefits Employee census, etc.)
    • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters
    • Works with department managers and leadership team to assist them in carrying out their responsibilities on personnel matters, i.e. coaching, corrective actions, disciplinary actions.
    • Conduct investigations into personnel issues/grievances in keeping with company policy and state and federal laws
    • Recommends, evaluates and participates in staff development and training with department management
    • Administrator of all HR-related 3rd party portals (HRIS, Payroll, Benefits, Retirement, Training, E-Verify, Background, MPCA 3-RNET, etc.).
    • Works with CEO in negotiating contract terms with 3rd party vendors. Manage relationships with 3rd party vendors.
    • Creates and assigns training plans within the training software system for all staff (general and discipline-specific) in collaboration with department directors and the CEO.
    • Oversee benefits administration including open enrollment for employee’s health care coverage.
    • Manages 401K Plan, oversees annual deduction increases, matches, processes and approves loan and distribution requests Facilitates quarterly 401K plan review and participant investment advisor meetings
    • Communicates changes in personnel policies and procedures to all staff and ensures proper compliance is followed
    • Oversee the recruitment and selection process to meet workforce demands as necessary
    • Drafts job descriptions in collaboration with management
    • Review monthly benefit invoices for accuracy and forward approved invoices to finance for payment.
    • Works with the Finance department to review and submit payroll, process 401K contributions
    • Facilitates Employee Assistance program and PTO Bank Program, processes applications for approval
    • Attend job fairs/recruitment events as directed.
    • Assists in, and adheres to, annual budget preparation
    • Responsible for monthly department credit card reconciliation
    • Processes and tracks workers compensation and unemployment claims
    • Comply with all company policies, state and federal regulations, and adhere to standards related to confidentiality of information and records.
    • Other duties as assigned.


    Qualifications Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


    Education and/or experience:  Bachelor’s degree in Business Administration, Management, Human Resources, or related field. Five to ten years’ experience in Human Resources in a generalist capacity or equivalent combination of education and experience. Experience managing direct reports and collaborating with members of leadership preferred.


    Language Skills: Ability to read, analyze, and interpret common financial reports and legal documents.  Ability to respond to inquiries or complaints from customers and regulatory agencies.  Ability to communicate with employees in a diplomatic and straight forward way that ensures comprehension by the audience.


    Mathematical Skills: Ability to work with accounting concepts and develop/interpret budgets.


    Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.


    Other Skills and Abilities: Ethical conduct, strategic thinking and decision making.  Strong training and instructing skills.  Supervisory skills, strong professional etiquette and excellent customer service skills.


      Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This includes moderate physical effort consisting of occasionally lifting or moving over 35 pounds of weight.


      Travel Requirement: To fulfill the responsibility of the position travel to all COMC locations will be required.  Employee should have valid Missouri driver’s license. Overnight travel may also be required in specific areas of training, conferences, etc.

Knowledge of, and compliance with, HIPAA and 340B regulations is required. Confidentiality of patient information is mandatory.
