ESSENTIAL FUNCTIONS/ACCOUNTABILITIES
1. Exhibits behaviors that are consistent with the Mission, Philosophy, and Values of Pershing General Hospital and Nursing Home as well as the culture and objectives of Pershing General Hospital and Nursing Home. All employees are expected to work as needed in providing health and wellness services in the communities within Pershing General Hospital and Nursing Home.
2. Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, budget, and systems.
3. Implements and updates compensation program; writes/rewrites job descriptions and evaluations as necessary; conducts annual salary surveys, completes Total Value Compensation models for employees annually or bi-annually.
4. Develops, recommends, and implements personnel policies and procedures; prepares and maintains personnel policy manual and presents to Board of Trustees on an annual basis for review and approval.
5. Recruits professional and non professional employees for the facility utilizing a variety of intermediaries such as local advertising, career fairs, NHSC/HRSA, 3RNet, NurseCorps and recruitment firms. Updates the interview process to be inline with current strategic plan, mission and values. Works closely with management and Administration to ensure candidates are a good fit for the needs of Pershing General Hospital.
6. Conducts new employee orientation, leadership training, and annual re-orientation for the facility.
7. Establishes and maintains employment records. Works closely with management to ensure required documentation is submitted timely utilizing a tracking system. Complies with CMS regulations for required and verified personnel documentation and training records.
8. Acts as Benefits Administrator for facility working with Broker and CEO to choose cost effective and fairly balanced plans for employees. Benefits include health, dental, life/AD&D, vision and supplemental plans such as AFLAC, Washington National and Metlife 403b. Assists employees with completion of enrollment and termination forms, PERS forms and required COBRA reporting. Responsible for annual open enrollment, qualifying events, reporting to carriers and terminations from plans.
9. Acts as the Workers Compensation Administrator for the facility, processes required paperwork for internal procedures as well as with third party administrators, creates modified duty job descriptions and helps managers with work restrictions for employees. Understands and ensure compliance with OSHA standards.
10. Manages FMLA and ADA compliance for employees in accordance with regulations. Maintains and coordinates all required federal and state reporting related to Human Resources.
11. Maintains and coordinates employee recognition programs including annual service awards, employee committees, annual employee dinner and Hospital Week.
MINIMUM QUALIFICATIONS
Technical Skills: Knowledge of general office procedures, word processing and computerized data entry required. Attention to detail and organizational abilities are required.
