PAY GRADE:         Command Staff Level

PAY RANGE:         $90,846.80 - $124,914.65 annualized

JOB TYPE:              Full time (40 hours), exempt , Monday – Friday, 8 am to 5 pm, and as needed for employee events

JOB LOCATION:   Administration Office (OPS) 1 Dr Martin Luther King Jr Ave, Inverness, FL 34450

REPORTS TO:       Support Services Bureau Commander

JOB SUMMARY/PURPOSE : The Human Resources Director serves as a key member of the command staff leadership team within the Citrus County Sheriff's Office. This role is responsible for leading and managing all aspects of human resources strategy and operations, including workforce planning, recruitment, employee relations, employee risk management , employee wellness, and compliance with local, state, and federal employment laws. The Human Resources
Director ensures that HR practices support the agency’s mission to protect and serve the community with integrity, professionalism, and accountability.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

 
  • Strategic HR Leadership: Develops and implements HR strategies that support the operational and strategic goals of the Sheriff’s Office, including sworn and civilian personnel.
  • Recruitment and Retention: Oversee recruitment, background investigations, and onboarding processes for law enforcement and civilian roles. Develop retention strategies to maintain a diverse and qualified workforce.
  • Employee Relations:Manages grievance procedures, and disciplinary actions in accordance with civil service and labor laws . Conducts internal reviews and investigations related to employee conduct, workplace concerns, and policy violations.
  • Compensation & Benefits: Administers employee benefits programs, including health insurance, retirement plans, and leave policies, and serves as a liaison with benefit providers. Oversees the total compensation package, creating a fair, competitive, and compliant total rewards strategy that aligns with Agency goals.
  • Aligning Work Comp and Leave Programs: Ensures that work comp and leave programs are integrated with the overall agency strategies and objectives, maximizing the productivity and efficiency of the workforce while ensuring compliance with legal and regulatory requirements.
  • Performance Management and Staff Development: Designs and implement processes that align organizational goals with individual performance. This includes creating a system that is fair, transparent, and linked to the Agency’s strategic objectives.
  • Policy and Compliance: Ensure HR policies comply with applicable laws, civil service rules, and accreditation standards.
  • Wellness & Support Programs: Oversee employee wellness initiatives, including mental health support, peer support programs, and critical incident response.
  • HR Technology & Data: Utilize HRIS systems and data analytics to inform decision -making, improve efficiency, and support workforce planning.
  • All CCSO employees are considered ‘essential emergency workers’ and are subject to working in any capacity/hours deemed necessary by the Agency during activations, including but not limited to, in -County and out -of-County deployments.
 
SKILLS AND ABILITIES:
 
  • Strong leadership and interpersonal skills with the ability to build trust and credibility.
  • In-depth knowledge of employment law, Human Resources best practices, and public sector Human Resources operations.
  • Excellent communication, conflict resolution, and decision -making abilities.
  • Strong organizational and time management skills.
  • Excellent written and verbal communication skills.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Accuracy and attention to detail.
  • Working knowledge of computers, Microsoft Office (Word, Excel, Outlook), and various software programs.
  • Ability to handle multiple tasks simultaneously in a fast -paced environment.
 
EDUCATION, EXPERIENCE, AND QUALIFICATIONS :
 
  • Master’s degree in Human Resources or a related field with five years’ Human Resources
    related experience OR
  • Bachelor’s degree in Human Resources or a related field with seven years’ Human
    Resources related experience OR
  • Associate’s degree in Human Resources or a related field with nine years’ Human Resources related experience.
  • Minimum of three years in a supervisory or management role.
  • Experience in a law enforcement or government agency is preferred.
 
WORKING CONDITIONS:
 
  • Work within an office environment.
  • Prolonged sitting, standing, walking, reaching, twisting and turning, kneeling, bending, squatting, and stooping in the performance of daily activities.
  • Ability to lift to 30 pounds occasionally.
  • Grasping, repetitive hand movement, and fine coordination in preparing reports using a computer keyboard.
  • May require driving occasionally.
  • Travel between facilities, for agency events, or for county -wide coverage required.
  • Occasional out -of-county travel required.
 
ADDITIONAL REQUIREMENTS:
 
  • Must have the legal right to work in the United States.
  • Valid Florida Driver’s License
  • If a current CCSO employee, then no disciplinary actions within the last 12 months and completion of current position time commitment requirement.

  • Must be appropriately dressed and groomed.
  • Reports to work promptly and properly prepared, notifying supervisor of intended absences.
  • Acts in a professional manner, following established protocols and procedures.
An oral board with job -related questions and/or scenarios will be administered on a date
specifically set with all potential candidates notified at least three days in advance of the specified
date. The oral board passing score will be 80% or higher. All employees/members will compete
against one another for one position and the final selection to fill this slot will be made by the
Sheriff. The Sheriff reserves the right to make selections from internal or external sources.
