Position Summary 

 This role focuses on recruitment, employee relations, regulatory compliance and supporting clinical and administrative staff. The ideal candidate is experienced in housing and redevelopment HR, understands the demands of a public housing setting, and can navigate HR challenges with discretion and professionalism. 

Essential Functions

Recruitment & on/offboarding

• Manages end-to-end employee lifecycle from recruitment to offboarding for all clinical and administrative roles.

• Creates job postings, screen candidates, coordinate interviews, and oversee assigned HR workflows. Develops and updates job descriptions as needed.

• Facilitates new hire onboarding, deliver orientation, and collection of required documentation.

• Coordinates offboarding for all separations.

Employee Relations

• Serve as a point of contact and lead for employee concerns, employee and management conflict resolution, and other workplace issues. Prioritize and escalate to Management Executive as required.

• Support managers in administering performance reviews and disciplinary actions.

• Promote a culture of respect, accountability and teamwork across the practice.

Compliance & Policy

• Ensure practice compliance with HR-related regulations including HIPAA, OSHA, FMLA, ADA and applicable state/federal labor laws.

• Support the maintenance and updating of HR policies/procedures, employee handbooks and standard operating procedures.

Compensation & Benefits

• Facilitate the performance review process and coach managers on goal setting, feedback and employee development.

• Support payroll processes in coordination with Finance.

• Assist employees with benefits enrollment, leave management (e.g. FMLA, short-term disability) and HRIS system updates.

• Contribute to compensation benchmarking and retention strategies for clinical talent.

Training & Development

• Develop and deliver employee and manager needs assessment and training.

• Support staff development through training plans, continuing education and career pathing.

• Track and ensure completion of onboarding and ongoing training modules.

HR Reporting & Systems

• Maintain accurate employee records, including non-provider credentialing and workplace incident reports.

• Generates, monitors and presents periodic HR reports on staffing levels, recruiting efforts, turnover, time off, compliance audits and any other additional reports.

• Utilize technology solutions to improve practice operations.

Performance Standards 

  • Process all HR tasks (onboarding, offboarding, leave) within 3 business days.
  • Complete onboarding within 5 days of hire.
  • Resolve cases within 10 business days.
  • Enrollments/updates submitted 100% on time.
  • Respond to benefit/VRS inquiries in 2 business days.
  • Launch 2 training programs/year.
  • 100% legal and policy compliance.
  • Review policies annually.
  • Quarterly reviews and monthly check-ins with HR staff.
  • 100% training completion for HR team.
  • Implement 1+ process improvement/year

Minimum Qualifications 

  • Bachelor's degree in Human Resources, Housing and Urban Development or related field
  • 5+ years of HR experience, with at least 2 years in a public housing 
  • Strong understanding of employment laws and HR compliance standards
  • Excellent communication, problem solving and multitasking skills.
  • Strong interpersonal and conflict resolution skills.
  • Proficiency in HRIS systems.
  • Equivalent combination of education and experience may be considered. 

Certification Requirement

PHR, SHRM-CP or equivalent HR certification is preferred

Special Requirements 

  • Must possess a valid driver’s license.
  • Subject to a background check and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies. 

Knowledge, Skills, and Abilities  

  • Strong knowledge of HR management, including recruitment, employee relations, benefits, performance management, compensation, and training.
  • In-depth understanding of federal, state, and local employment laws, compliance requirements, and retirement system administration.
  • Excellent interpersonal and communication skills, with the ability to manage sensitive and confidential matters with tact and professionalism.
  • Strong leadership, problem-solving, and decision-making abilities.
  • Ability to exercise independent judgment and demonstrate initiative in complex situations.
  • Proficiency in HRIS systems, Microsoft Office Suite, and other business applications.
  • Strong organizational skills with the ability to prioritize and manage multiple projects effectively. 

Physical Requirements 

  • While performing the duties of this job, the employee is frequently required to sit, talk, hear, and use standard office equipment.
  • Occasional standing, walking, and light lifting (up to 20 pounds) may be required.
  • Work is performed in a standard office environment.

VRS Contribution:  All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
