Executive Opportunity

Community Action Partnership of Strafford County (CAPSC), a highly respected nonprofit organization with a 60-year history of service, seeks a seasoned Director of Human Resources to lead and oversee all aspects of the organization’s human resources function. This is a leadership role for a results-driven advancement professional who thrives in mission-centered, complex organizations.

 

CAPSC operates with an annual budget of approximately $19 million and a staff of 147, delivering essential services—including food security, housing, early childhood education, utilities assistance, transportation, and emergency shelter—across 13 communities in Strafford County, New Hampshire.

 

Position Summary

Reporting directly to the Chief Finance Officer, the Director of Human Resources partners closely with executive leadership to align HR strategies with business objectives while ensuring compliance, employee engagement, and organizational effectiveness.  This role oversees a Human Resource Coordinator and serves as a key member of the leadership team, contributing to agency-wide strategy, sustainability, and organizational growth.

 

Key Responsibilities:

  • Lead HR strategy, policies, and programs including talent acquisition, employee relations, performance management, compensation, benefits, and compliance
  • Serve as a trusted advisor to executive leadership and management
  • Ensure compliance with federal, state, and local employment laws and regulations
  • Oversee organizational development, succession planning, and workforce planning
  • Lead and mentor HR staff and manage external vendors as needed
  • Drive initiatives that support a positive, inclusive, and high-performance culture

 

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred)
  • 5+ years of progressive HR experience, including senior leadership responsibility
  • Strong knowledge of employment law, HR best practices, and organizational development
  • Proven ability to partner with executive leadership and manage complex HR matters
  • Professional HR certification (e.g., SHRM-SCP, SPHR) preferred
