Job Summary:

Under limited to broad supervision, manages human resources functions, including compensation, benefits, recruitment, transactions, operations, and employee relations for Gateway Community Service Board. This organization has a workforce limited in job diversity and/or geographic location. Develops policies and/or procedures for Gateway.  Supervises professional staff. May supervise training and/or administrative functions.

  • Plans and organizes the unit's work to meet the agency’s objectives. Directs and reviews work assignments. 
  • Manages human resources and employee relations functions for the agency. 
  • Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation. 
  • Develops and administers budgets. 
  • Oversees staff in appropriately processing personnel transactions. Assists staff with problems encountered and observes for accuracy and completeness of appropriate procedures and documentation/forms. 
  • Oversees the effective administration and communication of all employee benefit programs for the organization, including health insurance and other flexible benefits programs, workers' compensation, unemployment compensation, Employee Assistance Programs, and other agency/institution-specific programs. 
  • Provides information and advice to employees, supervisors, and managers regarding employee relations issues, the grievance process, and personnel policies, practices, and regulations. Provides technical assistance regarding progressive discipline. Oversees the institution/facility EEO program. 
  • Manages the position management and recruitment process. (Performed by all incumbents) 
  • Serves as a liaison and oversees information provision to employees, central office staff, and outside agencies. Resolves difficult and sensitive personnel matters. (Performed by all incumbents) 
  • Develops and/or directs the development of institutional personnel policies and procedures. Ensures compliance with all personnel policies, procedures, and laws, including State and Federal laws such as Equal Opportunity (EEO), Americans with Disabilities Act (ADA), and the Fair Labor Standards Act (FLSA). Takes corrective action when necessary. 
  • Oversees and/or coordinates the agency training program. Directs personnel engaged in the design, development, implementation, and evaluation of training strategies for the agency. 
  • Maintains knowledge of current trends and developments in the field by reading appropriate books, journals, and other literature and attending related seminars and conferences. Applies pertinent new knowledge to the performance of other responsibilities.

Required Education & Experience:

Completion of an undergraduate degree in Human Resources, business administration, education, the social or psychological sciences or a related field at a four year college or university and five years of professional-level personnel experience in a lead worker or supervisory capacity, or as a Human Resource Manager or higher responsible for managing the entire HR program. Preferred Qualifications: SHRM-CP/SHRM-SCP or PHR/SPHR certification.

  • Evaluates employees at scheduled intervals, obtains and considers all relevant information in evaluations, and supports staff by giving praise and constructive criticism. 
  • Recognizes contributions and celebrates accomplishments.
  • Motivates staff to improve quantity and quality of work performed and proves training and development opportunities as appropriate.

 

Work Environment:

This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  Some minor travel may be required.

While performing the duties of this job, the employee is regularly required to talk and hear.  This is a largely d\sedentary role; however, some filing is required. This would require the ability to lift files, open cabinets and bend or stand on a stool as necessary.
