Title: Director of Human Resources
Reports to: Associate Executive Director and Executive Director
Job Objective:
Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
Responsibilities:
· Assure that MHA and its mission, programs and services are consistently presented in an accurate, strong and positive image at all times.
· Lead, motivate, supervise and assess competent and experienced human resource staff and maintain and continue to foster an environment of collaboration and innovation in accordance with authorized personnel policies and procedures that fully conform to current laws and regulations.
· Strategic Leadership – designing and implementing HR policies, success planning, talent management, organizational development and change management to align with agency objectives.
· Employee Relations and Culture – foster a healthy workplace environment, resolving conflicts, handling workplace issues and promoting diversity and inclusion.
· Liaison with labor attorneys regarding HR issues. Ensure legal compliance.
· Compensation and Benefits Management – assisting with payroll, employee benefits and reward programs while monitoring budgets for HR functions.
· Training and Development – planning and executing employee training, orientation and professional development programs to enhance workforce skills.
· HR Metrics and Reporting – tracking HR metrics, reporting to Executive Leadership and using data to inform strategic decisions.
· Primary contact for all staff regarding human resource issues.
· Conduct investigations as necessary. Resolve any potential crisis and/or conflicts with staff members.
· Documentation of progressive discipline.
· Oversee pre-employment requirements and the onboarding process.
· Maintain Employee handbook.
· Keep current with new employment law developments and work closely with Associate Executive Director and Executive Director to ensure agency adheres accordingly.
· Provide direct supervision of Human Resource Departments, ensure appropriate controls and implement procedures and related administrative matters.
· Keep current with industry trends/ transitions and work closely with Associate Executive Director and Executive Director to ensure agency is well positioned to respond accordingly. Share best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to MHA’s Administrative Team.
· Serve on Strategic Planning Board Committees as requested by Associate Executive Director and Executive Director.
· Prepare grant applications and grant budgets for new and renewed programs.
· Maintain integrity of personnel and legal records for required seven (7) years.
· Responsible for maintaining system of salary parity.
· In collaboration with MHA’s Accounting Department, oversee all aspects of agency payroll. Process payroll in the absence of HR staff.
· Research new initiatives upon request.
· Ensure regulatory compliance with all existing governmental and labor legal reporting requirements which include but are not limited to the Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the NY State Paid Family Leave (PFL), the Department of Labor, and workers’ compensation. Ensure timely claims and documentation is completed.
Other Duties:
· Work with Associate Executive Director and Executive Director and Senior Management team to create a welcoming culture
· In the spirit of teamwork, answer MHA’s main office phone as needed.
· Participate in MHA’s committees as needed.

Qualifications:
· Master’s Degree in Human Resources, Business Administration or related field with 3 years of experience in Human Resources
OR
Bachelor’s Degree in Human Resources, Business Administration or related field with 5 years of experience in Human Resources.
· Strong managerial and leadership experience required.
· PHR/SHRM-CP preferred.
· Bilingual in Spanish and English preferred.
· Demonstrated payroll and benefits management experience.
· Thorough understanding of state and federal laws concerning employment benefits and payroll.
· Ability to work under strict confidentiality.
· Excellent written and verbal communication skills.
· Excellent analytical, planning, and organizational skills.
· Excellent interpersonal, negotiation, and conflict resolution skills.
· Proficiency with MS Office suite (Word, Excel, and PowerPoint) and HRIM (Human Resources Information Management) systems.
· Excellent attention to detail.
· Ability to work in a fast-paced environment.
· Proven record of leadership.
· Effective written and oral communication skills, including public speaking ability and experience.
· Must be organized, self-motivated and have the ability to coordinate multiple tasks simultaneously.
· Ability to exercise sound judgment under crisis situations and to abide by regulations regarding confidentiality.
· Valid NYS Driver’s License and ability to drive with current driving record acceptable for agency insurance coverage.
