We’re currently recruiting for a Deputy Human Resources Director. The primary responsibilities for the job are to lead the Operations functions of the Human Resources Department to ensure a high degree of coordination and collaboration. Act as a project liaison with Payroll, Information Technology and other departments as necessary. Develop and mentor HR team to reach a high level of service, communication and collaboration. Build operational depth and ensure tools and processes are as streamlined and efficient as possible. Stay current on HR trends and opportunities in functional areas. Assist Director in setting goals consistent with the City’s Strategic Plan and Vision and Values and serve as a member of the HR management team. Act as the HR Director in Director’s absence and lead or participate in various high-profile projects and initiatives within the department and/or citywide.

This is a full-time, regular, exempt position. First review - Wednesday, September 3rd.

Job Details

Essential Functions:

  • Lead functional areas responsible for benefits, leave, compensation, recruitment, learning and recognition to ensure effective and responsive service, streamlined processes, and a high degree of team collaboration; work closely with HR Business Partners, labor and employee relations, and Risk and Safety coworkers to ensure excellent department-wide collaboration and communication.
  • Understand the roles and interconnectedness of HR Operations functions, as well as HR’s connection to Information Technology, Finance, Communications, etc., and ensure consideration of all impacted functions.
  • Lead, mentor and assist staff on projects and initiatives and ensure successful and timely completion of work.
  • Exhibit innovation and flexibility in problem solving, especially related to utilizing resources efficiently; assess current staff assignments and recommend changes as necessary.
  • Lead or sponsor high profile HR projects to automate work, implement new solutions, develop processes, etc. Current examples include implementation of Workday Absence Module and Compensation Module.
  • Work closely and build strong relationships with City leaders to ensure their HR needs are being met, to advance the role of HR, and to communicate programs, changes, and other important information.
  • Assist HR director in goal setting; recommend HR strategies and initiatives; serve as a resource for all HR and Risk staff as necessary; participate in a wide range of department efforts; and act as HR Director in Director’s absence.
  • Perform related duties and carry out other responsibilities as assigned.

Qualifications

Experience and Education

  • At least eight years of Human Resources leadership experience; strong supervisory experience; awareness of pertinent local and federal employment laws.
  • Experience working with diverse groups, bridging differences, and resolving conflict.
  • Equivalent to a Bachelor's Degree in Human Resources or a related field, or any combination of education, transferable skills and experience that qualify you for this position. HR certification a plus.

  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.

Knowledge

  • Experience in or supervision of a range of HR disciplines, primarily including Benefits, Compensation and Recruitment.
  • Principles of supervision.
  • Pay equity laws and principles.
  • Familiarity working in a unionized environment and an understanding of labor agreements.
  • Program and project management.
  • Pertinent federal, state and local laws.
  • HRIS system (preferably Workday) and Microsoft products.

Skills and Abilities

  • Ability to build strong, high functioning teams and manage third party vendors and/or consultants.
  • Ability to see the big picture, think strategically, foresee issues, make connections, improve processes and act in the best interest of the City.

  • Responsiveness, organization, strong communication skills and excellent follow through.
  • Utilize effective conflict resolution techniques.
  • Strong oral and written communication skills.
  • Effectively engage with diverse group(s) of people and express empathy and compassion while listening.
  • Effectively operate a personal computer and appropriate software.

  • Develop and maintain collaborative and respectful working relationships with team members and others.

Report and appropriately escalate all safety issues and all injuries.

  • Maintain regular and dependable attendance.
