We are the trusted producer of Scotland’s population statistics, including taking the Census of Scotland’s population every 10 years. The next Census is in 2031 and will be delivered in partnership with the Office for National Statistics (ONS) and Northern Ireland Statistics & Research Agency (NISRA).  This is one of the largest digital programmes delivered in Scotland, gathering data from every household across a population of c.5.7m. 

We are looking for an experienced workforce planning co-ordinator to join the will be responsible for gathering and managing key workforce planning data, through various stages of the workforce planning cycle with a particular focus on succession planning. The role will also include providing recruitment advice and support throughout the Census programme . You  will  work alongside the Census workforce panning lead, and the programme leadership team to plan and deliver a the workforce plan, providing advice and guidance across resourcing and workforce planning.

You should note that Scotland’s Census is a time limited project which will run until 2032 depending on the role.  Staff who are on permanent contracts will remain with NRS after this time whilst a new, suitable role is found. Responsibilities
  • Support the Census workforce panning lead to develop and  deliver the workforce plan, providing expert  advice and guidance to Census programme colleagues, relating to resourcing and workforce planning.

  • Responsible for day-to-day coordination and support of workforce planning processes

  • Planning, managing and supporting resourcing activity within the Census programme including onboarding and offboarding, local induction arrangements, and recruitment .

  • Managing BAU queries from the programme as well as candidates/new starts.    

  • Building and managing relationships with internal and external stakeholders, subject matter experts and suppliers if required.

  • Support succession planning activities offering advice and expertise  to the  business.

  • Proving  MI when required to support decision making.

  • Carry out SBM duties alongside the WFP lead.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role.  Candidates should note that office attendance will be needed at points in particular for collaboration sessions but there is currently no fixed set days in addition there may be occasional travel to other UK agencies. Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
