Job Summary
The New York City District Council of Carpenters Benefit Funds, is seeking a dedicated and detail-oriented Assistant Human Resources Director to work closely with the Funds' and Carpenters' Training Center Human Resources Director to develop and implement best practice approaches in the areas of policies and procedures, compliance, employee relations, recruiting, compensation, performance management, and other aspects of human resources management. The Assistant Human Resources Director will focus on operational efficiency, staff development, and quality assurance. The Assistant Human Resource Director reports directly to the Human Resource Director.
 

Job Summary

The New York City District Council of Carpenters Benefit Funds, is seeking a dedicated and detail-oriented Assistant Human Resources Director to work closely with the Funds' and Carpenters' Training Center Human Resources Director to develop and implement best practice approaches in the areas of policies and procedures, compliance, employee relations, recruiting, compensation, performance management, and other aspects of human resources management. The Assistant Human Resources Director will focus on operational efficiency, staff development, and quality assurance. The Assistant Human Resource Director reports directly to the Human Resource Director. 


Essential Duties & Responsibilities

• Responsible for assisting in providing full cycle, day-to-day Human Resources support to employees of the Fund Office and Carpenters Training Center, including in the areas of:

o recruitment and hiring (including identifying and understanding hiring needs, posting jobs, recruiting, interviewing, and assist in hiring candidates and onboarding new employees).

o performance management (including assist in managing all aspects of an annual performance review process).

o employee training, development, recognition, and morale.

o employee relations and investigations.

o employment policy development, review and updating, and implementation.

o employment policy interpretation and enforcement, including employee assist with disciplinary actions.

o compensation, benefits (in consultation with Welfare Fund) and leave management.

o record management (including maintaining key records and lists and providing reports to the Human Resource Director on specific matters) and

o separation from employment (including conducting exit interviews).


• Conducts research and analysis of, and makes recommendations concerning, organizational trends, including review of reports and metrics from the organization's human resource information system (HMS) or talent management system.


• Maintains and applies knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.


• Provides advice and coaching to managers, including advice on addressing performance issues, developing direct reports, and managing employee relations issues.


Ensures effective documentation and record keeping practices, i.e., employee files, record retention, etc.


Performs other duties and ad hoc projects as required.





Qualifications and Preferred Attributes

Bachelor’s Degree in Human Resources, Business Administration, or related field required, and relevant HR administration experience.


All candidates must possess the following combination of knowledge, skills, and abilities:

• A minimum of five years' experience in a management capacity.

• A minimum of seven years' experience in overall Human Resources functions, including significant responsibility for employee relations and leave management.

• Payroll experience highly preferred.

• HRCI or SHRM-CP or SHRM-SCP highly preferred.

• Experience working with multi-employer fund plans preferred.

• Proven project management skills with the ability to manage competing priorities.

• Excellent problem-solving, analytical, and decision-making skills.

• Strong interpersonal, communication (oral and written), and customer service skills.

• Commitment to confidentiality, integrity, and fiduciary responsibility.

• Flexibility to work overtime as needed based on departmental workload.

• This is a Non-Bargaining Unit Management Position.
