Job Responsibilities

Effective April 28, 2025, Governor McMaster signed a state law that established the South Carolina Department of Behavioral Health and Developmental Disabilities. This new cabinet agency comprises the Office of Intellectual and Developmental Disabilities (formerly the Department of Disabilities and Special Needs), the Office of Mental Health (formerly the Department of Mental Health) and the Office of Substance Use Services (formerly the Department of Alcohol and Other Drug Abuse Services).

Job Responsibilities

  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. 
  • Coaches, counsels and trains employees. 
  • Establishes and monitors work processes.
  • Implements management policies and initiatives and promotes teamwork. 
  • Provides leadership and oversight of recruiting and employment for all offices and divisions of BHDD. This includes monitoring key performance indicators for recruitment activities and recommending and executing actions to improve the effectiveness of agency-wide recruitment efforts. 
  • Develops and supports workforce planning and organizational development initiatives.  
  • Provides leadership and oversight for training and development of BHDD employees. This includes overseeing the creation of training plans, evaluating the effectiveness of training initiatives and programs and ensuring that training and development activities are accurately recorded and tracked.  
  • Ensures that data is correctly recorded in applicable human resources systems and that the payroll, time and leave and benefits (including Workers' Compensation) functions are appropriately managed. 
  • Provides oversight for the employee relations function, including working in conjunction with the Chief Human Resources Officer, to complete employee conduct investigations. 
  • Provides leadership and oversight for the classification and compensation functions. Ensures positions are classified correctly. Works with the Chief Human Resources Officer to create and execute a comprehensive compensation plan. 

*Position may require employee to work evenings and weekends. This is an essential position for purposes of declarations of hazardous weather closures. 

Minimum and Additional Requirements

  • A bachelor's degree and relevant human resources experience. 
Additional Requirements
  • Knowledge of principles and practices of human resources management.
  • Knowledge of human resources policies and procedures.
  • Knowledge of federal laws and state regulations affecting human resources management.
  • Knowledge of management and organizational concepts.
  • Ability to analyze needs and resources and to recommend and communicate solutions effectively.

Preferred Qualifications

  • A master’s degree in Human Resources, Business Administration, Public Administration, or a related field, or a Juris Doctor and five (5) years of human resources experience. Equivalent experience may be substituted for educational requirement. Strong analytical and experience using data analytics to diagnose problems and measure change.
