Catholic Charities of Baltimore is currently seeking a Manager, Talent Development who will be responsible for leading and overseeing the development and implementation of talent development initiatives, employee training programs, and employee recognition and engagement programs. This role will play a critical part in fostering a culture of continuous learning, professional growth, and employee development across the organization.  The hybrid work schedule is Monday – Friday, 8:30am – 4:30pm. JOB DUTIES & RESPONSIBILITIES

  • Executes the Talent Development strategy in collaboration with Agency and HR leadership teams. Designs and deploys curricula for all levels of leaders and individual contributors across the agency that support the achievement of the Agency's strategic plan.
  • Designs and modifies training programs and course content, assessing their applicability and effectiveness through follow-up activities.
  • Leads and supports training delivery and serves as a backup for related functions to ensure continuity of operations.
  • Leverages influence and relationship-building skills to recruit and maintain engagement of cross-functional Agency Training Team.
  • Determines appropriate delivery methods such as instructor-led, e-learning, and virtual formats to maximize learner engagement, knowledge retention, and performance outcomes.
  • Ensures a relevant competency-based development model is implemented agency-wide, particularly for leadership development programming, embedding competencies into job descriptions, talent acquisition, onboarding, performance management, and development planning processes.
  • Performs regular skill assessment and gap analyses to identify learning needs and determines optimal delivery methods to provide solutions to enhance employee performance and development.
  • Directs utilization of the Learning Management System (LMS) for professional development and compliance learning, tracking, and reporting on utilization and compliance data.
  • Oversees and facilitates the Talent Development Program, ensuring effective execution of Emerging Talent Cohorts and Leadership Development Planning (LDP) sessions to drive leadership growth and organizational readiness.
  • Deploys the employee engagement survey, developing communication plans to maximize participation. Uses survey results to collaborate with the Director of Talent Experience and the HR Business Partner team to establish focus areas and actionable plans for leadership accountability.
  • Accountable for the New Employee Orientation program, including presentation materials, communications, scheduling, and availability of resources are effectively organized to provide a seamless and engaging onboarding experience.
  • Optimizes and administers the employee recognition program to align with organizational goals and values, fostering a positive and motivating work environment.
  • Collaborates with divisional leaders to provide necessary tools for agency programs to track and report technical/regulatory training and compliance.
  • Creates and reports metrics documenting the success of talent development initiatives in addition to delivery volumes.
  • Lead and/or participate in any Agency committees related to employee culture events, such as the Annual Milestone event. Assist the CHRO in coordinating any HR team events.
  • Perform other duties as assigned.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • BA/BS degree required, preferably in human resources development, business management or education.
  • Two (2) years’ experience in learning and development, including curriculum and content development.
  • Two (2) years managing a team and/or leading a key organizational process.
  • Successful track record of creating and delivering corporate learning programs and materials that have made a significant organizational impact.

  • Demonstrated proficiency in strategic thinking and project management. Ability to effectively plan projects with broad organization-wide impact, to manage project support staff, and successfully close projects within an established Ability to manage multiple, competing projects concurrently and produce expected outcomes in a very collaborative manner.
  • Proven ability to execute effectively and drive results, ensuring goals are achieved on time, within scope, and aligned with organizational priorities.
  • Demonstrated solid planning and analytical skills, enabling the ability to anticipate challenges, evaluate data-driven options, and develop effective solutions that improve decision-making and business outcomes.
  • Proven experience and expertise in leading and implementing change, driving continuous improvement initiatives that enhance processes, increase efficiency, and deliver measurable results.
  • High proficiency in PC skills and applications, including MS Office (Outlook, Word, Excel, PowerPoint, Teams), HRIS, LMS, online/web-based delivery methods, and other relevant HR software. Proficient in utilizing computer systems and software essential for effective performance, such as Windows PC and web browsing.

  • Hybrid work options are available, contingent upon business needs and performance expectations in alignment with the Agency’s policy.
  • Remaining in a stationary position, which may involve standing or sitting for extended periods, as required to complete tasks or duties associated with the role.
  • Repetitive motions involving the wrists, hands, and/or fingers, including tasks such as typing, data entry, or handling small objects. These repetitive activities may occur throughout the workday and require attention to ergonomics to ensure comfort and minimize strain.
  • Engaging in communication with others to exchange information, which may involve speaking, listening, writing, or using electronic communication methods to ensure clear and effective understanding. This includes both verbal and non-verbal interactions with colleagues, clients, or external parties.
  • Hearing and vision abilities, with or without correction, sufficient to effectively observe and communicate with others.
