The Department of Human Resources (DHR), Employment and Personnel Services Division is seeking to fill a vacant Talent Acquisition Specialist (Human Resources Specialist V) position in Honolulu. Under the direction of the Talent Acquisition Manager, this position is responsible for the execution and implementation of day-to-day programs and events relating to talent acquisition and outreach to build talent pipelines to the City's civil service.   

What You Will Do:
  • Independently develop and maintain relationships with City departments and hiring managers, schools, professional networks, and community organizations, to develop a talent pipeline and engage with candidates to build awareness for the City’s Civil Service job opportunities.
  • In coordination with the Talent Acquisition Manager, design and implement talent acquisition programs and events to achieve hiring goals and metrics across the City.
  • Manage, plan, coordinate, prepare, track and maintain talent engagement activities and events for community outreach and City recruitment to support hiring goals.
  • Compile statistical information and research industry trends, market conditions and competitor hiring practices and prepare written analyses and recommendations. 
  • Perform other related duties as required.  
Special Work Requirements:
  • Must be able to stand for up to four hours. 
  • Must be able to lift up to 30 lbs. and transport materials to job fairs, community outreach, and other events. 
  • May be required to work overtime after regular work hours and/or on weekends (usually Saturdays) for recruitment fairs and hiring events.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. 

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor’s degree.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 

For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Three years of human resources management work experience pertinent to strategic talent sourcing and acquisition, which involved problem solving; gathering, evaluating and analyzing data; using judgement in determining appropriate alternatives; or advising others; one year of which shall have been representative of complex work using independent judgment and critical thinking.

NONQUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources management and/or training functions. However if the primary responsibility of the position is not concerned with strategic talent sourcing and acquisition, such experience is not considered qualifying.

Clerical or technical experience in a human resources management program involving work which is limited to the support of the human resources management functions described above is not qualifying.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license (type 3/automobile).
