Overview
The Talent Acquisition Partner attracts and recruits exempt and non-exempt talent for the City of Dallas Departments. Screens candidates, participates in the interview process, and prepares candidates for onboarding.

*This position will be an active member of the Human Resources (HR) Department-Talent Acquisition team, but is being staffed through the Civil Service Department.

Essential Functions

Manage, supports, and coordinates the full cycle recruiting process, and drives proactive recruitment strategies for a broad range of entry level to professional roles; facilitates the requisition process, posting, sourcing best talent, conducting effective and insightful screening, making candidate recommendations to hiring managers, coordinating the interview process, and ensuring strong candidate experience.

2 Sources, screens, and interviews candidates at various stages of the hiring process; performs phone screening calls, video interviews, in-person meetings, job fairs, networking events, and hiring events.

3 Recruits a variety of levels and professionals utilizing the ATS, social media, search techniques, professional networking, and relationship building; builds and develops a pipeline of potential candidates for future opportunities; maintains applicant tracking system, manages applicant process, and creates and manages requisitions.

4 Partners with hiring managers to gain an understanding of their business needs and respective talent requirements to create candidate profiles.

5 Assists in the development of short- and long-term recruitment strategies for continuous process improvement; assists with the interview process and hiring discussions with interviewers and hiring managers to ensure that best hiring practices are adhered to.

6 Engages and manages relationships with external agencies and resources; coordinates and manages candidate experience through a first-class, recruiting, and hiring process with a focus on customer service.

7 Participates and contributes in various recruiting meetings, strategic initiatives, and projects.

8 Stays current with overall recruitment trends and best practices and provides feedback to HR leadership; provides analysis of industry recruitment activity and trends to enable the City to relate to external market.

9 Performs any and all other work as needed or assigned.

Knowledge, Skills, and Abilities

Knowledge of basic human resource principles, laws, and regulations.

2 Knowledge of City personnel rules, Civil Service Rules, and related procedures.

3 Knowledge of applicant tracking systems and other programs.

4 Knowledge of hiring best practices, policies, procedures, and employment law.

5 Ability to learn, interpret, and apply a wide variety of state, federal, and local policies and procedures.

6 Ability to be driven and self-motivated with exceptional communication and follow up skills to recruit the best talent in the shortest time frame.

7 Ability to organize and plan work and projects including handling multiple priorities.

8 Ability to make independent decisions and exercise sound judgment.

9 Ability to compile, write, and present reports related to program or administrative specialty.

10 Ability to provide strong customer service skills

11 Ability to effectively use computer programs and systems.

12 Communicating effectively both verbally and in writing.

13 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

EDUCATION: 

  • Bachelor's degree in business, human resources management or public administration. 

EXPERIENCE: 

  • Three (3) years of experience in two (2) or more of the following areas:

    • Recruitment and Selection

    • Onboarding

    • Background check compliance

    • Maintaining/managing applicant tracking system(s)

    • Coordinating interview processes

    • Job fairs/hiring events

    • Coordinating special events involving public participation with outside agencies and resources

EQUIVALENCIES: 

  • High school diploma or GED plus seven (7) years of the required experience will meet the education and experience requirements.

  • Associate degree in any field plus five (5) years of the required experience will meet the education and experience requirements.

  • Bachelor's degree (or higher) in a non-specified field plus five (5) years of the required experience will meet the education and experience requirements.

  • Master's degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements.



Salary Range

 

$60,569.60 - $73,528.00


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
