The Department of Human Resources (DHR), Employment and Personnel Services Division is seeking to fill a Talent Acquisition Manager (Human Resources Manager II) position in Honolulu. Under the general direction of the Employment & Personnel Services Division Chief, this position oversees the operations and activities of the Outreach & Talent Acquisition Section, which entails developing a vision for external sourcing and acquisition for City-wide positions to achieve hiring goals and metrics and to help build a vibrant workforce across the City and County of Honolulu.

What You Will Do:
  • Develop short- and long-term strategic plans for talent acquisition and external sourcing.
  • Develop tactical plans to execute recruitment strategies to aggressively fill civil service vacancies and achieve hiring goals.
  • Serve as an advisor and liaison to City top-level management on talent acquisition issues, including, but not limited to, targeted sourcing of talent, difficult to fill positions, candidate engagement, candidate experience, and marketing of City jobs.
  • Develop a vision for outreach and talent acquisition programs involving Outreach programs and events aimed at targeted sourcing, candidate engagement, candidate experience and employer branding.
  • Develop and recommend new policies and procedures affecting City hiring; recommend and coordinate implementation of modifications to improve the efficiency and effectiveness of existing policies and programs.
  • Provide training in talent acquisition and outreach strategies, tactics and processes.
  • Perform other related duties as assigned.
Special Work Requirements:
  • May be required to work overtime after regular work hours and/or on weekends (usually Saturdays) for recruitment fairs and hiring events.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. 

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelor’s degree.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. 

For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Four years of mid-to-senior level experience in strategic talent sourcing and acquisition, two of which must have involved performing as a senior level worker regularly carrying out the most difficult and complex assignments.

Such experience must demonstrate knowledge of:
  • Tactics and strategies aimed at targeted sourcing, candidate engagement, candidate experience, and marketing of jobs; 
  • Labor market conditions, competitive hiring practices, and industry trends related to hiring and recruitment; and 
  • Strategic marketing and planning. 
Such experience must also demonstrate the ability to:
  • Plan, supervise and review the work of others; 
  • Interpret and apply pertinent laws, rules and regulations; 
  • Research data and prepare clear and concise reports; 
  • Express ideas logically, both orally and in writing; 
  • Analyze and develop solutions for unusual problems; 
  • Recommend operational improvements; 
  • Deal tactfully and effectively with others; and 
  • Give and follow oral and written instructions.

NONQUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources management and/or training functions. However if the primary responsibility of the position is not concerned with strategic talent sourcing and acquisition, such experience is not considered qualifying.

Clerical or technical experience in a human resources management program involving work which is limited to the support of human resources management functions described above is not qualifying.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
