About the Role:

We’re looking for a Strategic Workforce Planning Lead to drive the development and integration of workforce planning across Cornwall Council. This high-impact role is a key part of our ambition to build a future-ready workforce — ensuring we have the right people, in the right place, at the right time, with the right skills.

Working closely with HR Business Partners, Finance, Business Planning, and People Analytics colleagues, you’ll turn workforce data into insight and insight into action. You’ll be instrumental in the creation of strategic workforce plans that are aligned with organisational priorities, identifying future capability needs across the Council and supporting the delivery of talent strategies to address these needs.

About You:

We’re looking for a strategic thinker and skilled communicator who’s confident using data and analytics to influence decision-makers and shape organisational strategy. You’ll bring a strong foundation in workforce planning, and ideally, experience in a large or complex organisation.

 

To succeed in this role, you’ll need:

  • A deep understanding of how workforce capability supports strategic objectives
  • Experience leading or embedding strategic workforce planning across diverse teams
  • A collaborative and proactive approach, with the ability to engage senior stakeholders and lead talent conversations

 

What You’ll Be Doing:

  • Analysing workforce data to identify trends, risks and opportunities
  • Partnering with HR, Finance, and business leads to help forecast future workforce needs
  • Supporting delivery of talent strategies through clear, actionable workforce plans
  • Leading the ongoing improvement of our workforce analytics dashboard and tools
  • Designing and delivering resources, workshops, and capability-building initiatives
  • Embedding workforce planning in business and financial planning cycles
  • Driving continuous improvement and measuring the impact of our workforce strategies
