Western Canada Lottery Corporation (WCLC) is looking for a Senior Talent Development Specialist to drive high impact learning, leadership, and talent initiatives across our organization. In this role, you will design and implement enterprise-wide programs, strengthen leadership capability, support succession planning, and advance DEI learning efforts. You will collaborate with leaders, People and Culture team partners, and external vendors to build effective, scalable development experiences that support organizational success
Key Responsibilities
- Designing enterpriseâwide learning and development programs that build capability, support organizational priorities, and enhance the overall employee experience.
- Developing and maintaining leadership development frameworks and tools that strengthen leader capability at all levels.
- Facilitating workshops, leadership sessions, and learning experiences that reinforce our culture and empower employees to achieve their goals.
- Coordinating and managing vendor relationships, ensuring highâquality learning solutions and alignment with organizational needs.
- Maintaining succession planning tools, analyzing readiness data, and recommending actions that support longâterm talent growth.
- Supporting DEI initiatives through training, engagement programs, and inclusive development practices.
- Collaborating across departments to ensure alignment between learning programs, business needs, and regional priorities.
- Documenting and standardizing processes and methodologies to support consistent, scalable development practices across the organization.
Qualifications
- Diploma or degree in Human Resources, Adult Education, Organizational Development, or related field, or equivalent experience.
- 3–5+ years of experience in Learning & Development, Organizational Development, or Talent Management.
- Strong knowledge of adult learning theory, instructional design, and leadership development.
- Skilled facilitator with experience delivering workshops and leadership programs.
- Strong project leadership and consulting skills; ability to manage multiple priorities.
- Excellent communication, relationship-building, and collaboration skills.
