As the Senior Manager, People Operations, you will be responsible for designing, implementing, and leading the People Operations function to support a growing service-based organization. Reporting directly to the President of Modern Niagara Building Services, this role will establish the foundational infrastructure required to support operational scalability, workforce growth, and organizational maturity.

This is a hands-on leadership role requiring strong labour relations expertise, operational process design, and strategic talent acquisition capability. The Senior Manager, People Operations will serve as a trusted advisor to the President while building a high-performing team aligned to business priorities.

Duties and Responsibilities

Function Design & Infrastructure Development

  • Design and implement the People Operations function, including structure, service delivery model, and governance frameworks.
  • Establish foundational HR processes, policies, and operating procedures to support a scalable services business.
  • Ensure processes align with operational requirements and future growth plans.
  • Partner with leadership to forecast workforce needs and implement effective talent management strategies focused on attracting, developing, and retaining top talent.

Labour Relations & Employee Relations

  • Maintain an in-depth knowledge of current legislation relating to employment law across Canada, Worker’s Compensation, Labour Relations Act, Employment Standards and Human Rights Code to ensure regulatory compliance.
  • Lead labour relations strategy within a services environment, including interpretation and administration of collective agreements.
  • Provide strategic coaching on employee relations matters while fostering collaboration and ensuring a consistent employee experience.
  • Partner with operational leaders to proactively manage labour risk and workforce planning considerations.

Organizational Design & Workforce Planning

  • Collaborate with leadership to design organizational structures that support operational efficiency and long-term growth.
  • Lead workforce planning initiatives, including capacity modeling and succession considerations.
  • Establish performance management frameworks that align individual contribution to business outcomes.

Leadership & Team Development

  • Build and lead the People Operations team, including hiring, coaching, and performance management.
  • Define clear roles and responsibilities within the function to ensure effective partnership across Business Units.
  • Develop a high-performing, business-aligned HR team capable of operating within a matrixed environment.

Executive Partnership

  • Serve as a strategic advisor to the President and senior leadership team.
  • Provide data-driven insights and reporting to inform business decisions.
  • Lead change management initiatives to support organizational transformation and growth.
  • Foster strong cross-functional relationships to drive alignment and collaboration across Business Units.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • CHRP designation is required.
  • 7+ years of progressive HR experience, including senior leadership responsibility.
  • Demonstrated experience building HR functions.
  • Strong labor relations experience within a services-based or unionized environment.
  • Strong understanding of employment legislation and regulatory compliance.
  • Experience leading teams across multiple work locations.
  • Excellent executive communication and stakeholder management skills.
  • Strong analytical and data-driven decision-making capability.
  • Ability to travel as required.

This is a new position. Expected annual compensation; $140,000 - $160,000
