People Operations Partner - Organizational Effectiveness

Help Us Work Smarter, Not Harder

East Bay Community Action Program | Riverside, RI

Ready to help a mission-driven organization become more effective?

We're seeking a People Operations Partner - Organizational Effectiveness who can help us use information better, streamline our processes, and make informed decisions. We have good systems and collect lots of information, but we need someone who can turn that into useful insights and help us work more efficiently. This role combines process improvement and basic reporting with solid HR support for our anti-poverty programs and community initiatives.

What This Role Is About

You'll be our efficiency expert and HR partner. About 40% of your time will be spent improving how we use information - building helpful reports, identifying process improvements, and introducing practices that help leadership make better decisions. The remaining 60% involves hands-on HR support to our Family Development programs and other grant-funded initiatives, ensuring strong operations while building organizational effectiveness.

This is improvement work. You'll help us discover what our information can tell us about how we work, where we can be more efficient, and how to make better use of what we already have.

What You'll Do

HR Partnership & Operations (60% of your time)

  • Provide reliable HR support: Handle recruitment, onboarding, performance management, and employee relations for Family Development programs and other departments
  • Improve HR processes: Look for ways to make our HR functions more efficient and effective
  • Maintain compliance: Ensure documentation and consistent practices across grant-funded programs
  • Support daily operations: Be the go-to person for HR questions, processes, and problem-solving

Organizational Effectiveness & Reporting (40% of your time)

  • Create useful reports: Build simple, practical reports on workforce trends, program staffing, and operational metrics
  • Identify improvements: Look for patterns and opportunities to work more efficiently
  • Support decision-making: Help leadership understand what our information tells us about our organization
  • Streamline processes: Find ways to reduce redundancy and improve how we get work done
  • Measure what matters: Help departments track the metrics that actually improve their work

Process Improvement & Training

  • Make information accessible: Help staff understand reports and use them to improve their work
  • Document best practices: Capture what's working well so we can replicate it
  • Support change: Help teams adopt new processes that make their work easier
  • Build organizational learning: Create systems that help us learn from our experience

What We're Looking For

Your Foundation

  • Bachelor's degree and 3+ years in HR, operations, or similar role with experience improving processes
  • Process improvement mindset: You naturally look for ways to make things work better
  • Report creation experience: You can pull information from systems and create useful summaries
  • Nonprofit experience: Understanding of grant-funded programs and compliance requirements

Your Technical Toolkit

  • Excel skills: Strong ability to organize, analyze, and present information clearly
  • Systems thinking: You can see how different processes connect and affect each other
  • HRIS experience: Experience working with HR systems and their reporting capabilities
  • Communication: Can explain findings and recommendations clearly to different audiences

Your Approach

  • Practical problem-solver who focuses on improvements that actually help people's daily work
  • Collaborative partner who works well with departments to understand their challenges
  • Strong HR foundation who can handle traditional HR work while identifying efficiencies
  • Change facilitator who can help people adopt new approaches without overwhelming them
  • Results-oriented who measures success by whether changes actually improve operations

Bonus Points For:

  • Experience with process improvement methodologies
  • Any dashboard or data visualization experience
  • Background helping organizations become more efficient
  • HR certifications (aPHR, PHR, SHRM)
  • Experience with organizational development or change management

What We Offer

Compensation: $70,000 - $80,000 annually

Comprehensive Benefits Package:
