People Operations Leader & TA Expert, SEA
Summary:
This position is responsible to ensure excellent performance of HR processes and activities by partnering with local management, COE team and Global Strategic HR Partners in order to support the achievements of business goals. This role model behaviors that align with company’s core values and coach/influence others to do the same, especially the leaders and managers. He/She is responsible for daily HR support and counseling to regional business and functional leaders that is based in South East Asia. Other responsibilities include: managing the multiple aspects of the associate lifecycle including recruiting, training and development, performance management, compensation, benefits and etc. Utilize knowledge of local divisional/functional business objectives and functional HR knowledge and expertise to support and advise local leaders and managers on HR related issues, including policies, processes, programs, etc to help meet local business goals.
The Talent Acquisition Expert will design the talent acquisition strategies in line with business needs for SEA. Management recruitment full life cycle. Act as an adviser to provide consultancy to business to offer insights to mapping ideal candidate profile and attract talents through candidate experience enhancement and dynamic employer branding initiatives.
Responsibilities Include:
- People Operations Leader:
- Explain the overall HR strategy and show the links to business
- Provide HR advising/ coaching/ business partnering including advising leaders on managing employees, participating in leadership discussion, facilitating functional team sessions and etc.
- Analyze and investigate the need for support of business and translate into a catalogue of requirements to develop value generating HR solutions
- Ensure the implementation and application of agreed upon HR directions, policies, processes, systems and programmers and strives for best practices in the standardization, harmonization and alignment of local HR activities, but always with the business requirements in mind.
- Manage employee lifecycle including recruiting, training and development, performance management, compensation, benefits and etc.
- Execute effective local Talent Management initiatives in line with the global Talent Management strategy to attract, identify, develop and retain the right employees and to maintain a powerful talent pipeline in SEA.
- Challenge strategic business decisions from HR perspective
- Cooperate with legal to ensure the HR compliance requirements.
- Design and facilitate country talent acquisition strategies in line with business strategy.
TA Expert:
- Optimize the end-to-end recruitment and candidate selection process to enhance the successful hiring ratio for entry to senior level openings. Through talent acquisition projects to link Employer Branding with Momentive TA strategy and fuel talent pipeline by strong exposure on social media.
- Drive the elevation of search firm strategy at multiple locations to maximize channels and resources, create a sustainable talent pipeline for current and future business needs.
- To assure positive and professional recruitment and onboarding experience for all candidates.
- Provide the external market insight to help business leaders make the right decision in people and organization.
- Work with APAC& Global Talent Acquisition team to learn the best practices as needed.
Qualifications:
The following are required for the role
- Bachelor or plus degree in Human Resource, Business Administration and etc.
- 8 to 10 Years relevant knowledge and experience in a multi-national company environment.
- Good knowledge and practice experience on SEA labor law and employee relation area.

- Possess strong interpersonal and influencing skills, adept to engaging with stakeholders and candidates across all levels.
- Fluent oral and written English skill
- Ability to think strategically with attention to details
- Ability to collaborate in the matrix of company HR model: Shared Service Center, Business Partner and Center of Expertise
- Ability to drive change and deliver projects where required
