We are seeking a
strategic and hands-on Learning & Development professional to lead the
design, implementation, and continuous improvement of internal development
initiatives across all roles within the bank. This role will report to the Head of Human Resources Department and will be responsible for
identifying capability gaps, proposing targeted learning solutions, and
ensuring operational excellence in program delivery.
Requirements
1. Strategic Learning Design & Development
- Conceptualize and design
comprehensive learning and development strategies aligned with business goals.
- Drive the creation of
end-to-end, role-specific learning journeys across all bank functions (e.g.,
Retail, Corporate, Risk,
Compliance, Operations).
- Translate organizational
capability needs into scalable learning programs and ensuring long-term workforce development.
- Supervise and guide team
members in the design of learning solutions, ensuring consistency, quality, and alignment with
learning goals.
- Manage and mentor a team
of L&D professionals to ensure effective delivery and continuous development.
2. Learning Needs Analysis & Gap Identification
- Oversee learning needs
analysis across all departments by coordinating with department heads
- Analyze key talent
metrics (performance data, feedback, business KPIs) to identify and prioritize
skill and competency gaps.
- Collaborate with
department heads to prioritize learning interventions.
- Use performance review
outcomes to inform development priorities and tailor learning interventions
- Ensure learning
interventions are responsive to performance review outcomes and aligned with
talent management priorities.
3. Program Implementation & Operational Coordination
- Lead the planning and
execution of all learning programs and initiatives, including scheduling, logistics, vendor
coordination, and communication.
- Ensure all operational
aspects (venue, materials, platforms, evaluations) are managed efficiently.
- Promote learning
effectiveness by monitoring participation, completion rates, and learner
feedback.
- Facilitate in-person and
virtual training sessions across various topics (e.g., onboarding, compliance, leadership, technical
skills).
- Adapt delivery style to
suit different audiences and learning formats.
- Ensure high levels of
engagement and knowledge retention during sessions
- Oversee the delivery
standards and facilitation quality across team members and external
facilitators.
- Conduct training on
different topics related to the bank’s goals.
4. Evaluation & Continuous Improvement
- Establish frameworks to
evaluate the effectiveness, impact, and ROI of learning initiatives using data driven approaches.
- Lead continuous
improvement processes by integrating insights from feedback, analytics, and evolving business needs.
- Championing a learning
culture by embedding continuous development practices at all organizational levels.
- Stay informed of L&D
trends, technologies, and best practices, and integrate them into team capabilities and
programs.
5. Digital Learning & Innovation
- Lead the adoption and
optimization of digital learning platforms (LMS, microlearning, blended learning) to enhance
learning accessibility and engagement.
- Promote innovation in
content delivery, including gamification, simulations, and experiential
learning.
- Guide the digital
learning roadmap and ensure seamless integration of technology into learning programs.
- Embed learning into
digital transformation initiatives, ensuring upskilling and mindset shifts
support agile working models
across the bank.
- Collaborate with Digital Transformation
Officer, Product Owners, and cross-functional squads to integrate learning into
project cycles and team rituals.
Data protection:
- Inform and advise the
staff who process personal data of their obligations as per the data protection policy of the bank.
- Monitor compliance with
the data protection policy of the bank, including the assignment of responsibilities,
awareness-raising of the staff involved in the processing operations,
- Performs impact
assessment on data protection matters within the organizational unit that is managing (leading), as
per the data protection policy of the bank in force.
- Cooperates and ensures
all processing and/or databases are registered with the DPO officer.
- Works with Compliance
Manager (DPO) relating to business partner contracts on data protection matters.
- Any other duty that is
assigned by the supervisor.
Competencies / Skills:
- Bachelor’s
or Master’s degree in Human Resources, Organizational Development, Psychology,
or related field.
- 5+
years of experience in Learning & Development, preferably within the
banking or financial services sector.
- Strong
project management and stakeholder engagement skills.
- Experience
with learning management systems (LMS) and digital learning tools.
- Analytical mindset with the ability to interpret
data and translate insights into action
