HR Leadership & Strategy

General Description

The Human Resources Director provides executive direction and management for the planning and delivery of Human Resources services for the County including, but not limited to, staffing, compensation, training, organizational development, employee and labor relations, performance management, employee recognition, and employee records management, and the Health and Wellness Center (employee clinic). Ensures Human Resources activities are carried out in accordance with approved County ordinances, union agreements, and administrative regulations.  Furnishes advice and assistance on Human Resources matters throughout the County.

Essential Functions

  • Supervises, plans, and coordinates work of assigned staff.   Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Serves as the County’s point of contact for Equal Employment Opportunity (EEO), discrimination/harassment complaints, and as the ADA Coordinator. Collaborates with Human Resources Manager to oversee regulatory reporting for the County’s EEO programs ensuring Equal Opportunity and Affirmative Action compliance with federal and state regulations.
  • Investigates, mediates, and resolves grievances and disputes, disciplinary or discriminatory claims.
  • Oversees and assists department supervisors (including Constitutional Offices, as needed) in counseling employees and following in adherence with personnel rules and policies, including maintaining fair and consistent discipline, and assisting in the development of performance improvement plans, as needed.
  • Ensures compliance with local, state, and federal regulations.
  • Prepares and manages the Human Resources Department budget.
  • Tracks and publishes monthly HR Metrics to include turnover (voluntary vs. involuntary) by department/division.
  • Develops, recommends, and monitors County personnel practices and policies.
  • Directs the County's training and development programs.
  • Identifies and implements effective employee recruitment procedures and hiring practices.
  • Monitors and maintains personnel records for County employees.
  • Oversees the administration of the County’s Unemployment Insurance (UI) claims management program in compliance with state regulations. Serves as the appointed representative for appeals in UI hearings as required.
  • Administers the County’s performance evaluation program, identifies development and training needs for the County’s personnel including supervisors/manager/directors.
  • Provides information to the public, press, and elected officials concerning policies and procedures.
  • Reviews and recommends job classifications, pay grades and job description revisions and updates.
  • Serves and participates as a member of the Negotiation Committee to represent the County during Union negotiation sessions.
  • Directs and oversees the countywide Employee Benefits program. Manages the County’s self-insurance plans, plan design changes and working with Insurance Broker to control cost and promote healthy lifestyle choices.
  • Oversees and manages the Employee Health and Wellness Clinic operations.
  • Attends Board of County Commission meetings, community meetings and public hearings, and other meetings as assigned by the County Administrator.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience

  • Bachelor's degree in Human Resources or related field; or an equivalent combination of education and experience.
  • Five (5) years of progressively responsible leadership, managerial, and supervisory experience are required. 
  • Two (2) years of progressively responsible human resources experience required, three (3) or more years preferred. 


Skills and Abilities

  • Extensive knowledge of employment-related laws and regulations.
  • Demonstrates advanced interpersonal, time management, analytical, problem solving, and leadership skills.
  • Ability to communicate effectively, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).


Certificates, Licenses, and Registration

  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification highly desirable.
  • May require Notary Public certification.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses:
    • ICS-300: Intermediate ICS for Expanding Incidents
    • ICS-400: Advanced ICS and General Staff


Physical Requirements/Work Environment

  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, balancing, and occasional squatting and reaching above shoulders.
  • The job requires the completion of tasks that involve frequent typing, simple grasping, and occasional fine manual manipulation, operating foot controls/levers, and driving automotive equipment.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities

  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
