   Welcome to Maine School Administrative District #75 (MSAD 75)

 

Serving Maine’s Midcoast communities of Bowdoin, Bowdoinham, Harpswell, and Topsham, MSAD 75 is home to over 2,350 students and more than 600 faculty and staff members.

 

The Human Resources Director is a member of the MSAD No. 75 District Leadership Team (DLT). The position oversees and is responsible for all human resource functions for the District, to include employee and labor relations, recruitment and hiring/onboarding, benefits, safety and compliance with all local, state and federal laws.  This position works closely with the Administrative team of MSAD 75 on a daily basis.

ESSENTIAL FUNCTIONS:

  • Identify strategic opportunities to maintain an equitable and fair work environment.
  • Participates, assists and may provide evaluative feedback in the consideration/impact of new District programs, strategies or endeavors.
  • Responsibility for the planning of and management of all human resources related duties for the District.
  • Act as an ambassador in the oversight of all recruitment and hiring for the District.
  • Serves as liaison to the School Board, Superintendent of Schools, Administrators and Employees regarding Human Resources matters. Consultants and supports Administrators and Staff with sensitive employee relations and/or District issues. 
  • Maintain, interpret and apply negotiated agreements; advises Administrators and Staff on various practices and provisions of agreements. Serves on the District’s Negotiations Committee as a technical and advisory resource. 
  • Responsibility for District’s Employee Handbook, job descriptions, policies and practices.
  • Review and implement applicable employment laws and regulations; monitors District compliance.
  • Administer and support Employees with leaves of absence (FMLA/State of Maine).
  • Oversight of H.R. onboarding/orientation, benefits and compliance, employee training and off-boarding.
  • Responsibility for the accurate maintenance of and the annual submittal of the Maine Department of Education Staff Database (NEO) Report.
  • Monitor Superintendent-approved exceptions for Support Staff Employees.
  • Participates and acts as a resource to the Teacher and Paraprofessional Certification Council/process, Wellness Committee, Safety Committee and PEPG.
  • Issue individual employment contracts/agreements for Administrators and Teachers.
  • Supervision of the District’s Human Resources Representative and the respective work duties of this position.
  • Assist with the maintenance of Employee-required State of Maine Department of Education Teaching Certifications and Criminal History Records Checks.
  • Assists with the District’s Volunteer program (background checks and database).
  • Serves as District Affirmative Action Officer.
  • Additional duties as assigned by the Superintendent of Schools.

REQUIREMENTS:

  • Considerable and current knowledge of human resources laws, regulations and best practices in Human Resources.
  • Commitment to the maintenance of fairness and equity across the District.
  • Effectively collaborate and maintain positive working relationships with the District’s Administrative and Union Leadership teams.
  • Bachelor’s degree or higher in Human Resources/related field or SHRM-CP/SCP Certification required
  • Five (5) or more years of progressively responsible and related experience as a Human Resources Manager or Director. While prior public school experience is preferred, applicable combinations of education and experiences will be considered.   
  • Demonstrated ability to provide effective leadership across the District.
  • Demonstrates outstanding interpersonal skills and excellent communication abilities.
  • Proven ability to organize, prioritize and coordinate multiple priorities.
  • Strong computer skills with Google programs/platform. Familiarity with Tyler Technologies software platforms helpful, specifically School Pro Infinite Visions. 
  • Prior experience working in a labor union environment. Experiences with union negotiations required. 
  • Title IX Coordinator Certification preferred or ability to attain within the first year of employment.
  • Maintain awareness of personal development opportunities.
  • Current State of Maine Department of Education background check (CHRC) authorization.
