The Human Resources Director is a qualified, competent and experienced full-year, confidential appointee reporting directly to the Superintendent-Director. The appointee serves as the principal advisor to the Superintendent-Director, school administrators and supervisory staff in all aspects of the district’s human resource functions. This position will provide professional level support in the functional areas of Human Resources including but not limited to; employee/labor relations, educator licensure, personnel records, legal compliance, job evaluation, organizational development, AAP/EEO, employment, benefits, training, unemployment insurance, workers’ compensation, employee communications, compensation and related areas. This appointee will assist in the development and implementation of Human Resources policies and procedures and their dissemination through the District Policy Manual, employee booklets, communications, and or meetings. Appointee will prepare reports in conformance with legislated requirements or organizational needs. This employee will serve as primary liaison between district employees and the Business Office for matters involving pay or benefits. The Human Resources Director oversees the administration of all employee benefit programs and maintains responsibility for the district’s human resources information systems.

Responsibilities and Duties:
1.Process employment verification inquiries, annual employment status, absence and leave time balance reports to employees, and new employee paperwork.
2.Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, record retention and reporting are in compliance. Assists in the development and administers policies and procedures ensuring compliance in areas including, but not limited to; FMLA, SNLA, FLSA, ADA, COBRA and AAP/EEO.
3.Responds to inquiries regarding policies, procedures and programs and provides guidance to supervisors in interpreting and applying district human resources policies, procedures and programs.
4.Prepares information and recommendations for continuous improvements to policies and procedures, staff handbook, benefit brochures and the employee orientation process.
5.Serves as a liaison to District Legal Counsel, in collaboration with the Superintendent-Director, on employment matters, employee relations, grievances, personnel issues, and collective bargaining negotiations.
6.Supports district Professional Development initiatives by coordinating requests/reimbursements/record keeping activities. Oversees mandatory annual staff training required by state and federal law
7.Assists in the preparation and presentation of routine unemployment claim proceedings and related employment matters.
8.Oversees and assists with district compliance with teacher/administrator licensure, including waiver requests, requests to expedite, along with communications from the Superintendent-Director to DESE on licensure/renewal requests, assisting educators with inquires on licensure requirements.
9.Oversees district wide employee recruitment and hiring /onboarding processes including, but not limited to providing support to district administrators for processing and updating job descriptions and organizational design, sourcing, posting, screening, interviewing and conducting background checks (CORI/SAFIS) on applicants and preparing employment contracts/agreements and/or promotional offer letters to be extended by the appropriate administrator.
10.Conducts compensation surveys within labor market analysis to determine competitive wage rates.
11.Prepares reports and recommends procedures/attendance incentive programs to reduce absenteeism and turnover.
12.Serves as resource and liaison to the Policy Subcommittee, Teacher and Administration/Support Staff Sick Bank and the BVT Wellness Committee.
13.Coordinates annual Staff Wellness Day along with other wellness initiatives including health screenings, flu vaccination clinics and provide onsite health & wellness education in concert with our insurance broker and health care providers throughout the year and during annual Benefits and Wellness Fairs.
14.Prepares, maintains and files workers compensation and accident reports in accordance with applicable requirements.
15.Maintains records of benefits plans participation such as insurance and pension plan; personnel transactions such as hires, promotions, transfers, performance reviews, professional development, terminations and employee statistics for government reporting. Compiles data from human resources records and prepares reports. Coordinates work flow and procedures between Human Resources and Payroll to ensure compliance with federal, state and district policies and regulations.
16.Collaborate with district administrators/supervisors to successfully manage employee performance concerns, corrective action and disciplinary issues.
17.Ensures the delivery of the Employee Assistant Program.
18.Create and develop detailed documents utilizing advanced software features including tables, charts, graphs, linking networked information from a database or spreadsheet into word processed documents, create macros, forms and templates.
19.Undertakes all other assignments as directed by the Superintendent-Director.

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. 1.Bachelor’s degree (BS/BA) in Human Resources or a related field from a four-year college or university with a minimum of ten (10) years’ experience in human resources administration, including at least five (5) years in a leadership role overseeing human resources function is required. Experience in a public sector environment, preferably within a school district or municipality is preferred. An equivalent combination of education, training and experience may be considered. Master’s degree a plus.
2.Comprehensive knowledge of Massachusetts General Laws as they pertain to compensation, benefits, and labor relations, with special knowledge and experience/understanding of M.G.L. Chapter 32B.
3.Demonstrated experience in labor relations and contract negotiations is preferred.
4.Extensive knowledge and experience with employment laws and regulations, including EEO, CORI/SAFIS, ADA, FMLA, and Title IX, as well as employee relations, conflict resolution, and employment law compliance.
5.Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Access) in a Windows environment and willing to learn new software programs as needed. Strong database skills and experience with HRIS software required.
6.Ability to compose, read and interpret human resources related documents such as policy and procedures, job descriptions, employee records and employment applications.
7.Excellent interpersonal, written and verbal communication skills with the ability to effectively interact with employees at all levels. Demonstrated ability to prepare reports, correspondence and presentations and to communicate clearly and professionally before individuals and groups.
8.Ability to perform mathematical calculations and analyze data related to compensation, benefits administration, service credit, and other human resource functions.
9.Strong analytical and problem-solving skills with the ability to gather and evaluate information, identify issues, develop solutions and make sound recommendations. Ability to interpret complex instructions and manage multiple variables in a dynamic environment.
10.Ability to extract, analyze, and report data from HR and payroll information systems.
11.Ability to develop creative, visually appealing and professional looking presentations incorporating clip art, spreadsheets and charts.
12.Must demonstrate initiative and creativity in developing tools for the benefit of the school and district to increase productivity and efficiency. Ability to develop ways to help automate job processes.
13.Ability to identify, assess and prioritize issues and responsibilities effectively while exercising sound judgment and maintaining confidentiality.
14.Ability to manage multiple priorities, maintain attention to detail and perform essential duties effectively in an environment with frequent interruptions and changing demands.
15.Demonstrate ability to be highly responsive and exercise sound judgment and high degree of diplomacy in responding to and resolving issues in a highly professional manner.
16.Commitment to ongoing professional growth and development through participation in professional organizations, seminars, workshops, conferences and continuing education opportunities to remain current with emerging trends, best practices, and legal development in the field of Human Resources.

Compensation and Terms of Employment:
1.Annualized salary within a range of $110,000 - $130,000, paid biweekly based on qualifications and experience.
2.Full year assignment - 52 weeks, 37.5 hours per week. Regular schedule Monday through Friday, 7.5 hours per day with a half-hour duty free lunch period. Targeted workday of 8 a.m. to 4 p.m. Extended hours may be necessary at times to meet deadlines.

4.The school district will provide necessary facilities, equipment, materials and supplies as needed to accomplish assignments.
