GENERAL STATEMENT OF JOB
Performs highly responsible and complex professional, supervisory, and personnel administration work planning, directing, and coordinating the programs and activities related to human resources, supervising staff in the areas of recruitment, selection, and orientation, maintaining employee records, position classification, employee benefits, wage and salary administration, and training, providing counsel to both management and employees in matters relating to benefits, employee relations, grievance and appeal procedures, legal compliance, and salary interpretation, does related work as required. Work involves setting policies to support the county strategy, vision, and goals under the direction of the Assistant County Manager with guidance from the County Manager and Deputy County Manager. Department supervision is exercised over all personnel within the department.SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Job Functions
Provides advice and leads employee relations and proper disciplinary action. Monitors and addresses the climate of various departments, addresses employees’ concerns, including Department Heads and County Manager office. Implement solutions based on personnel resolution, gather information, and employment law.
Situations will present opportunities for crucial conversations often based on sensitive and unsettling behaviors presented in the workplace. Ability to have uncomfortable conversations based on employee behaviors or strong personality types. Appears as needed before the County Commissioners to explain proposed regulations, policies, employee recognition, or special projects.
Creates, implements, and aligns a shared vision based on the County’s needs and overall strategy supporting the County Administration, Department Heads, and the Board of Commissioners. Prioritizes duties accordingly.
Responsible for Budgeting, Benefits, Wellness Program, Recruitment and Employee Engagement. Prepares Position Budgeting, Research market trends on Health Insurance options, leads Wellness committee, prepares advertisements, interviews, and improves employee morale.
Ability to engage in training and present material to staff at all levels of the organization in an ever-changing environment related to Human Resources driven by new laws, proper supervision techniques, or building efficiencies. Classes will be offered online self-paced, in person, virtual, and developed in-house as needed.
Assurance of total compensation for employees monitors market trends and adjusts as needed based on Local Government benchmarks ensuring proper salary and benefits compensation by reviewing 1/3 of the general classifications per year. Recommendations communicated to the Assistant County Manager, County Manager, and Personnel Committee for compensation increases and other compensation techniques based on results.
The ability to read and interpret laws, data, attention to detail, make decisions independently, based on incomplete information. Base independent decisions and outcomes on the best interest of the County and the employee. Adjust and update county policies accordingly.
MINIMUM TRAINING AND EXPERIENCE
Master’s degree in human resources or related field with progressive responsibility. Seven years of considerable experience in human resources management or county administration, benefits and wellness administration, recruitment, compensation, classification administration, and employee relations administration. Three years of supervisory experience. Possess and maintain one or more Human Resources Certification(s) PHR, SPHR, PSHRA- CP/SCP, SHRM-CP/SCP. Extensive knowledge and experience in New World systems, NeoGov, and Microsoft Office suite. A valid NC driver’s license with a safe driving record. Equivalent combination of education and experience considered. DOE with an expected hiring range of ($107,928 – $120,879).
