The Town of Carrboro is seeking a collaborative, forward-thinking Human Resources Director to lead and strengthen our people-centered organization. The Human Resources Director performs complex professional work planning, organizing, directing, and developing all human resources functions for the Town. Responsibilities include classification and compensation, employee relations, benefits administration, and personnel policy development. The position works closely with the Town Manager’s Office and departmental leadership to support a high-performing, engaged, and equitable workforce. Work is performed under the general direction of the Assistant Town Manager. Departmental supervision is exercised over all personnel within the Human Resources Department.

Physical Requirements
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Essential Functions

  • Advises the Town Manager, Assistant Town Manager, department heads, supervisors, and employees on personnel and employment matters, including employee relations, discipline, and performance management.
  • Leads the development, revision, and implementation of personnel and safety policies in alignment with Town values and applicable laws.
  • Oversees employee relations activities, including counseling employees, responding to concerns and complaints, and facilitating problem resolution.
  • Directs the administration and maintenance of personnel transactions, records, and files related to appointments, promotions, transfers, separations, and compensation actions.
  • Oversees the classification and compensation program and makes recommendations regarding updates and revisions.
  • Supervises the administration of employee benefit programs and serves as the primary liaison with benefit vendors.
  • Approves job descriptions for new and existing positions to ensure accuracy and alignment with organizational needs.
  • Supervises Human Resources staff, including hiring, training, performance evaluation, coaching, and discipline.
  • Monitors federal, state, and local employment laws and regulations to ensure compliance, including FLSA, EEOC, OSHA, and Workers’ Compensation requirements.
  • Prepares and administers the Human Resources Department budget and manages expenditures responsibly.
  • Performs other related duties as assigned.

Education and Experience

Minimum Qualifications

Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field, and a minimum of seven years of progressively responsible experience in human resources, including experience in a senior leadership role. Demonstrated experience managing staff and overseeing comprehensive HR functions is required.

A Master’s degree and or professional HR certification such as SHRM-SCP, PSHRA-SCP, or SPHR and experience as an HR Director, Deputy, or Assistant HR Director are strongly preferred.

Special Requirements

Must possess a valid driver’s license.

  • Comprehensive knowledge of public sector human resources principles and practices, including classification and compensation, benefits, employee relations, recruitment, and training.
  • Strong understanding of employment laws and regulations applicable to local government.
  • Ability to balance legal compliance with sound judgment, equity, and empathy.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to analyze complex issues and develop practical, well-reasoned recommendations.
  • Ability to work effectively with a diverse workforce and provide equitable treatment to all employees.
  • Ability to establish and maintain effective working relationships with Town officials, staff, and the public.
  • Ability to lead, mentor, and support staff while fostering a culture of professionalism and service.
