POSITION DUTIES
General Purpose: The Human Resources Director is responsible for performing and leading the full scope of HR functions and activities. This position requires hands-on application of knowledge, discretion, and independent judgment to interpret and apply HR laws, regulations, policies, and guidelines. The Director actively carries out and manages administrative processes, resolves complex HR issues, and oversees projects from start to finish. Duties include analyzing and evaluating HR challenges, developing and implementing policies and procedures, and providing expert consultation and guidance to leadership and staff. The Director also enters and/or approves HR transactions, serves as the EEO Officer and ADA Coordinator, and supervises the Human Resources Officer.
Responsibilities:
- Recruitment and Examination
- Manages and actively completes the Department’s recruitment and examination processes, including posting job announcements, reviewing applications, maintaining eligible lists, and conducting background checks. Participates in and oversees interviews, ensures timely processing of applicants, and coordinates with the Department of Budget and Management (DBM) on recruitment matters. Generates and maintains vacancy information and implements orientation programs to support staffing, reallocation, and organizational planning.
- Classification and Compensation
- Manages and completes the Department’s classification and compensation operations, including position classification, salary analysis, and preparation of new or revised draft specifications. Oversees and provides guidance to the HR Officer, managers, supervisors, and Appointing Authority Designees, counsels employees on classification, salary, and promotional matters, and prepares cost estimates for classification and salary actions.
- Workday
- Completes or approves Workday operations for the Department, including the input and approval of personnel transactions. Also ensures accurate entry and maintenance of employee timekeeping and leave records, and oversees the generation, submission, review and maintenance of HR and payroll records and reports.
- Employee / Employer Relations
- Manages employee and employer relations by advising on policies, disciplinary actions, and compliance with laws, rules, and regulations. Conducts investigations into complaints of discrimination, harassment, or retaliation, ensuring adherence to state and federal employment laws and recommending appropriate resolutions. Represents management in administrative hearings, including DBM Settlement Conferences, Office of Administrative Hearings, and Unemployment Insurance hearings.
- Training and Staff Development
- Oversees the Department’s training and staff development programs by identifying needs, designing and implementing training initiatives, and evaluating their effectiveness. Plans and delivers specialized in-service training and consultations for managers, supervisors, and employees to address unique departmental requirements.
- Employee Services and Benefits programs,
- Manages the Department’s programs including health and other benefits, workers’ compensation, leave administration, performance evaluations, FMLA, financial disclosures, and personnel records. Provides guidance, training, and technical assistance to ensure compliance with legal requirements, administers awards and programs, and leads special projects to support smooth operations.
- Other duties and projects as assigned.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university
Experience: Five (5) years of experience; three (3) years must include HR experience involving at least three (3) of the following: recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation; and an additional two (2) years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.
Notes:
- Candidates may substitute HR or Administrative professional experience on a year-for-year basis for up to four (4) years of the required degree.
- Candidates may substitute the possession of a Master's degree from an accredited college or university in the fields of Human Resources Management, Business Management, or a related field and three (3) years for the required HR experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One (1) year of experience in the administration of HR programs in a government setting.
- One (1) year of Employee Relations experience.
- One (1) year of supervisory experience.
