Purpose:
The Human Resources Director is a key part-time position supporting strategic human resource functions within Belgrade School District. The primary focus of this role includes employee recruitment, Title IX coordination and investigations, onboarding and orientation, and the development and implementation of HR policies, and systems to support efficient and compliant operations.
Key Responsibilities:
- Lead recruitment efforts for all staff positions including job postings, screening, and onboarding.
- Coordinate interview scheduling and facilitate interview committees for administrative and management-level positions such as principals, directors, and superintendents.
- Coordinate and conduct onboarding activities to ensure a smooth transition for new employees.
- Collaborate with administrators to support high-quality hiring practices and improve candidate experience.
- Ensure compliance with background checks and employment eligibility.
- Schedule, organize, and coordinate the collective bargaining process between the District and recognized labor unions, including preparation of materials, communication with bargaining team members, and ensuring compliance with applicable laws, timelines, and board protocols.
- Serve as the District’s Title IX Coordinator; oversee Title IX investigations and ensure compliance with federal regulations.
- Respond to and investigate employee complaints and grievances, including those related to discrimination, harassment, and workplace conduct.
- Maintain confidentiality and impartiality in all investigative work.
- Develop and implement HR policies aligned with district, state, and federal requirements.
- Recommend improvements to existing policies to ensure consistency, equity, and legal compliance.
- Maintain accurate and up-to-date personnel records and documentation practices.
- Training, Orientation & Communication
- Plan and deliver new employee orientation programs to support positive onboarding experiences.
- Provide guidance and support to district leaders and staff on HR processes, policy changes, and best practices.
- Deliver or coordinate training on Title IX responsibilities, HR compliance, and onboarding procedures.
- Serve as a point of contact for employees to address workplace concerns, employment-related questions, and HR policy clarification, ensuring timely, respectful, and confidential communication to support a positive and compliant work environment.
- Serve as the District’s Equal Opportunity/Civil Rights/ADA Officer.
- Collaborate with the Finance Department on personnel actions such as new hire entry, compensation changes, and terminations.
- Participate in district-level meetings and committees as needed.
Knowledge, Skills, and Abilities:
- Strong understanding of HR principles, employment law, and investigative procedures.
- Demonstrated experience with recruitment, onboarding, and HR process design.
- Excellent interpersonal, written, and verbal communication skills.
- Ability to manage sensitive issues with discretion and professionalism.
- Strong organizational and project management skills.
- Proficiency with HRIS and common office technology tools.
Qualifications:
- Bachelor’s degree in human resources, Business Administration, or related field required.
- Minimum of 3 years of educational administration or HR experience preferred.
- Certification in Human Resources (PHR, SHRM-CP) or willingness to obtain preferred.
- Experience conducting workplace investigations strongly preferred.
