The Opportunity
As part of our nearshore expansion strategy, we are establishing a delivery presence in Colombia to support our growing North American healthcare client base. We are seeking a high-performing HR/ Ops & Talent Acquisition Manager to help build and scale our Colombia operations from the ground up. This individual will play a strategic role in establishing our local presence, building technical delivery teams, and supporting operational setup. This is not a maintenance HR role, this is a builder role.

We are seeking a high-performing HR/ Ops & Talent Acquisition Manager to help build and scale our Colombia operations from the ground up. Role Overview
This is a strategic and hands-on leadership role responsible for:
- Leading fullcycle recruitment for IT, cybersecurity, cloud, data, and healthcare technology roles
- Establishing HR operations and ensuring compliance with Colombian labor laws
- Supporting office setup (lease coordination, vendor management, workspace operations)
- Partnering with U.S. leadership on workforce planning and talent strategy
- Talent pipeline development across Bogotá universities and professional networks
- Building employer branding and campus partnerships with leading Colombian universities
- Implementing onboarding processes and local HR best practices
- Employer branding and long-term retention strategy
Key Responsibilities
- Drive end-to-end recruitment (sourcing, screening, interviewing, offer management)
- Build pipelines for Epic, Workday, ServiceNow, cloud (AWS/Azure), cybersecurity, data, and healthcare IT talent
- Ensure compliance with Colombian employment regulations and HR policies
- Manage relationships with POE providers (if applicable)
- Support office space setup (coworking/vendor coordination)
- Develop compensation benchmarking aligned with market standards
- Establish performance management and employee engagement processes
- Bachelor’s degree in Human Resources, IT, Business Administration, or related field
- 5+ years of experience in HR and talent acquisition (preferably in IT or technology consulting)
- Strong knowledge of Colombian labor laws and employment practices
- Experience hiring technical profiles (Epic, ServiceNow, cloud, cybersecurity, data, healthcare IT preferred)
- Experience working with U.S.-based companies or multinational environments preferred
- Strong communication skills in English and Spanish (required)
- Experience with ATS platforms and HR systems
- Ability to operate in a startup/expansion environment with minimal supervision
