General Manager People and Culture

SHQ is the largest non-government provider of sexual and reproductive health services in Western Australia. The Position:

Reporting directly to the Chief Executive Officer, the General Manager People and Culture plays a pivotal leadership role within the organisation. This position is responsible for working closely with leaders across all areas of the business to design, implement and enhance people strategies that strengthen organisational performance, workforce capability, culture and service delivery.

Key responsibilities:

• Provide strategic and operational leadership across all People and Culture functions.
• Partner with the Executive team and people leaders to support workforce planning, organisational performance and the management of people-related risk.
• Drive initiatives relating to workforce capability, staff development and organisational effectiveness.
• Lead the management of complex employee and industrial relations matters, including performance management, workplace investigations, disciplinary matters, grievances and conflict resolution.
• Strengthen leadership capability through coaching, mentoring and professional development opportunities.
• Oversee recruitment, onboarding, learning and development, and broader workforce capability programs.
• Analyse workforce metrics and insights to inform decision-making and drive continuous improvement.
• Ensure HR policies, governance frameworks, workplace health and safety requirements and legislative obligations remain current and effective.
• Foster a positive, inclusive and psychologically safe workplace culture aligned with organisational values and trauma-informed practices.

 About You:

You are a relationship-focused People and Culture leader with a proven ability to partner effectively with executives and managers to address complex workforce issues and drive organisational success. You bring a balanced approach that combines strategic thinking, sound judgement and strong technical expertise, while maintaining a genuine commitment to people, culture and employee wellbeing.

To be successful in this role, you will have:

• A tertiary qualification in Human Resources, Industrial Relations, Business, Organisational Psychology, Employment Law, or a related discipline.
• At least seven years of experience in senior Human Resources or People and Culture leadership positions.
• Demonstrated success leading HR teams and delivering organisation-wide people and culture initiatives.
• Strong experience in employee and industrial relations, including the interpretation and application of Awards, Enterprise Agreements and relevant employment legislation, including the Fair Work Act.
• Excellent stakeholder engagement, communication and influencing skills, with the ability to build trusted relationships at all levels of an organisation.
• A track record of supporting organisational change and building high-performing, values-driven workplace cultures.
