Join Our Enterprise Workforce Planning Team

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

We’re building a future-ready organization, and our Enterprise Workforce Planning (EWFP) team plays a critical role in aligning our people strategies with our business strategy.

We have three exciting opportunities to join our team:

Senior Consultant, Enterprise Workforce Planning (M5 Level Salary Range: $108,045 – $149,973)

Lead enterprise-wide workforce planning initiatives—designing forecasting models, scenario planning tools, and analytics to inform strategic talent decisions at the executive level. Partner with HR, Finance, and operational leaders to embed workforce planning into long-term strategies, identify enterprise capability gaps, and deliver actionable recommendations. Mentor junior staff and champion workforce planning best practices.

Key Highlights:

  • Lead development and implementation of enterprise workforce planning frameworks.
  • Drive advanced scenario modeling, capacity forecasting, and optimization analyses.
  • Advise senior leadership on staffing strategies, organizational design, and risk mitigation.

You bring:

  • Degree in Business, HR, I/O Psychology, Economics, or Data/Analytics; Master’s an asset.
  • 7+ years in enterprise-level workforce planning, analytics, and strategic resourcing in complex organizations.
  • Advanced skills in Power BI/Tableau, Excel (Power Query, advanced formulas), and HRIS (PeopleSoft, Workday, SAP HCM).
  • Proven ability to design and lead scenario modeling, capacity forecasting, and organizational design optimization.
  • Experience integrating workforce planning with financial and operational planning cycles.
  • Strong executive communication skills with a track record of influencing strategic decisions.
  • Preferred: CHRL/CPHR, PMP, or Lean Six Sigma Black Belt.

 

Consultant, Enterprise Workforce Planning (NU6 Level Salary Range: $91,421 – $124,253)

Support the design and execution of workforce planning processes, tools, and analytics. Collaborate with HR and business leaders to collect and analyze workforce data, forecast talent needs, and develop reports and dashboards. Contribute to building workforce planning capability across the organization.

Key Highlights:

  • Develop workforce planning dashboards, reports, and modeling tools.
  • Maintain HR data governance and alignment across enterprise systems.
  • Train HR teams on reporting tools and workforce planning processes.

You bring:

  • Degree in Business, HR, Analytics, or related discipline.
  • 3–5+ years in workforce planning, HR analytics, or resource management.
  • Proficiency in Power BI/Tableau, advanced Excel, and HRIS (PeopleSoft, Workday, SAP HCM).
  • Experience producing dashboards, models, and reports to support talent forecasting and planning.
  • Knowledge of data governance, reporting standards, and regulatory compliance requirements.
  • Strong collaboration skills with HR, Finance, and operational teams.
  • Preferred: CHRL/CPHR, Lean Six Sigma Green Belt, or PMP.

 

Specialist, Enterprise Workforce Planning (NU7 Level Salary Range: $80, 588 - $109, 877)

Provide coordination and analytical support to the EWFP team. Assist in data collection, report preparation, and process documentation. Ensure smooth execution of planning cycles by supporting scheduling, stakeholder communications, and version control for deliverables.

Key Highlights:

  • Compile and validate workforce data for reporting and analysis.
  • Prepare presentation materials, status reports, and meeting documentation.
  • Maintain procedural guides and assist with system updates.
  • Coordinate timelines, stakeholder inputs, and deliverable tracking for workforce planning projects.

You bring:

  • Diploma/degree in Business, HR, or Analytics—or equivalent experience.
  • 1–3 years in HR data reporting, analytics, or project coordination.
  • Working knowledge of Excel (pivot tables, lookups, Power Query) and familiarity with Power BI/Tableau.
  • Experience pulling data and reports from HRIS (PeopleSoft, Workday, SAP HCM).
  • Strong organizational skills to coordinate planning cycles, track deliverables, and maintain documentation.
  • Attention to detail in data validation and presentation material preparation.
  • Asset: Working toward CHRP/CHRL or analytics certification.
