About the Role
We are seeking a dynamic Senior Talent Acquisition Leader to drive our regional hiring strategy across Malaysia and Singapore. This role sits at the heart of RHB’s growth agenda shaping how we attract, engage, and hire top talent across multiple businesses. You will lead an experienced recruitment team, partner with senior stakeholders across Group HR and the business, and bring data-driven excellence to how we hire.

Key Responsibilities
1. Leadership & Team Management
- Lead, mentor, and inspire a team of recruiters (senior to junior levels) to deliver on hiring targets and service excellence.
 - Build a high-performing, collaborative culture with strong accountability and continuous learning.
 - Provide ongoing coaching, development, and career growth for your team.
 
2. Stakeholder & Business Partnership
- Act as the strategic partner for senior business and HR leaders across RHB’s regional markets.
 - Translate workforce plans into actionable recruitment strategies and manage high-impact hiring initiatives across functions (Retail, Wholesale, Risk, Tech, Corporate).
 - Influence hiring decisions and manage senior-level expectations with confidence and clarity.
 
3. Strategy & Execution
- Design and execute high-volume and leadership hiring strategies that align with business needs and market trends.
 - Oversee the full recruitment lifecycle, ensuring an exceptional candidate and hiring manager experience.
 - Champion the adoption and optimization of Workday as the Group’s ATS, ensuring data accuracy and process efficiency.
 
4. Data, Insights & Governance
- Drive a culture of data-driven decision making through dashboards, metrics, and recruitment analytics.
 - Track and analyze key recruitment KPIs: time-to-fill, cost-per-hire, quality of hire, and funnel conversion rates, to identify trends and improvement areas.
 - Manage recruitment budgets and ensure governance, transparency, and financial discipline in hiring spend.
 
5. Bank Compliance & Risk Management
- Ensure all recruitment activities adhere to legal requirements, labor laws, company policies, and Bank Negara Malaysia regulations, with a strong focus on diversity, equity, and inclusion (DEI).
 - Collaborate with Group Compliance and Group Legal to ensure full adherence to pre-employment screening, Fit & Proper assessments, and regulatory hiring requirements.
 - Uphold RHB’s reputation for ethical and compliant hiring practices across all regional operations.
 
6. Continuous Improvement & Innovation
- Stay ahead of TA trends, technology, and market intelligence to elevate hiring practices.
 - Lead initiatives on process improvement, diversity hiring, and employer branding in partnership with cross-functional teams.
 - Promote innovative sourcing strategies and talent pipelining to future-proof RHB’s workforce needs.
 
What We’re Looking For
- Bachelor’s degree in Human Resources, Business, or related field.
 - Minimum 8–10 years of progressive recruitment experience, including at least 5 years leading a TA team.
 - Proven success managing both high-volume and senior leadership hiring.
 - Strong proficiency in ATS platforms (preferably Workday) and recruitment data analytics (Excel, dashboards, metrics).
 - Demonstrated ability to build strong partnerships with senior stakeholders and influence decision-making at scale.
 - Data-driven, agile, and passionate about operational excellence and continuous improvement.
 - Experience in financial services, consulting, or other complex matrix organizations is an advantage.
