The Position:
You will be responsible for designing and implementing an HR digital transformation workplan and leading the integration of workforce analytics—including recruitment, performance, workforce trends, employee listening strategies, and organizational design—into executive decision-making processes. You will play a crucial role in synthesizing data across systems, connecting people metrics to operational outcomes, and shaping UNFPA’s People Strategy to align with evolving business organizational needs. This role is crucial for driving data literacy and cultivating a culture of curiosity and enabling the effective use of analytics in daily operations.
You will report directly to the Director, Division for Human Resources.

Job Purpose:
Under the direct supervision of the Director, Division of Human Resources (DHR) and managing a four person team, the incumbent is responsible for driving the digitalization of HR operations through the use of technologies and processes reengineering. The aim is to create self-service activities, improve employee engagement, implement new digital solutions to support ITSO’s overall business objectives, and improve customer satisfaction. The incumbent will develop and implement an HR digital transformation strategy and will manage and further enhance ITSO’s data analytics in order to assist senior management in making data driven decisions and increase DHR’s overall reporting capacity.
You would be responsible for:
Leading Strategic Design and Governance of Comprehensive HR digital transformation
- Develop and champion a comprehensive HR digital transformation workplan, aligned with the DHR People Strategy, to achieve operational excellence.
- Manage a robust governance framework to prioritize, deploy solutions, and maximize value realization from the integrated HR digital roadmap.
- Manages stakeholder relationships to ensure a cohesive approach to digital HR transformation and seamless implementation of systems and processes as turnkey HR services.
- Manages and coordinates DHR’s absolute compliance with all regulatory requirements, organizational standards, and policies, maintaining operational integrity and meeting various Audits, JIU, MOPAN, Audit and Audit Committee recommendations and requirements.
- Leads on the efficient management of Service Level Agreement, budgeting and results reporting for the Division of HR, including managing information flow and protocol on Fiduciary responsibilities.
- Oversees efficient management of individual consultant arrangements at UNFPA.
HR Systems and Design
- Lead the re-engineering and automation of HR business processes via the People, Process, Technology framework other platforms,, focusing on efficient end-to-end (E2E) employee experiences to strengthen workforce insights.
- Partner with HR, Finance, Legal and Shared Services, to ensure data consistency, governance, accessibility and integration across systems.
- Manages the deployment of integrated digital solutions (e.g., DHR systems, self-service portals) to streamline all core HR functions.
- Direct the HR input for ERP transformation, ensuring alignment and strict adherence to key design principles.
- Manages user specifications, system interaction, data integrity (clean-up, conversion), and staff training.
Organizational Design & Development
- Manages the process of the creation of jobs, organizational structures, structural changes, and performance effectiveness.
- Manages the process of realignments and organizational design through scenario modeling.
- Influence organizational behavior by explicitly linking employee performance to organizational results; provide technical advice and reports.
- Execute/support HR-related Organizational Development (OD) and change management initiatives, support Talent planning, Job architecture alignment and advise on measure impact of and monitor risk on complex realignments.
Workforce Planning and Data Analytics
- Design and implement a Workforce Planning (WFP) methodology tailored to UNFPA for accurate forecasting of HR requirements (staffing patterns, skills, etc.).
- Enable HR teams with self-service analytics and reduce manual reporting through automation and scalable tools.
- Integrate position management with WFP to strengthen workforce insights including staffing budgets for an agile workforce.
- Manages for HR information management, ensuring the delivery of reliable, timely data and reporting for evidence-based decision-making.
- Designs and manages Workforce Analytics (WFA) reports (predictive and problem-solving) for DHR and senior management support, and curate a central repository for HR staff.
- Establish and evaluate key performance indicators (KPIs) and benchmarks to assess the impact of transformation initiatives.
The role implies frequent interaction with the following
- HR Business Partners, Client Managers including Directors and Representatives or equivalent level, and staff at all levels in the Regional, Country offices and with Headquarters colleagues in Legal, Staff Association, Office of Mediation, Ethics Offices as necessary and participates in DHR Division leadership/management teams. Engages regularly with communities of practice in HR analytics.
- Working closely with the Director’s office, contributes to the relevant networks within the UN system and other major international organizations to find synergies, benchmarks and promote the progress in modernizing HR policies and practices.
- Models thought leadership on workforce analytics, staying current on trends, technologies, and best practices.
- Utilizes robust change management efforts (communication, engagement, and training) to ensure a smooth transition and fosters a culture of innovation and data informed decision making across HR programs in the organization.
Performing any other duties as may be required by the Deputy Director, DHR or the Director, DHR.
Qualifications and Experience:
Education:
Master’s degree in Management Information Systems, Statistics, Computer Sciences, Information Sciences, Human Resources, Business Administration or related discipline.
Knowledge and Experience:
- Ten years of relevant progressively responsible experience in HR systems, workforce planning and/or HR analytics;
- Recognized expert in analytical approaches applied to Human Resources information;
- Prove full command of HR systems, platforms and application management, including automation and modern self-services development;
- Demonstrated professional competence in the delivery of modern HR analytics services;
- Proven superior analytical skills;
- Demonstrated ability to work effectively with stakeholders at all levels;
- Proven project management skills coupled with strong collaboration and team skills;
- Excellent written and oral communications skills and ability to explain complex issues in an easy to understand manner;
- Strong client orientation and outreach skills;
- Ability to influence effectively and gain commitment.
Languages:
Fluency in English is required; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
