Knowledge and Experience:

  • Must be over 21 years of age.
  • High School Diploma or equivalent.
  • Ability to work without direct supervision.
  • Ability to read, write and speak English.
  • Ability to work flexible schedules that may include nights, weekends, and holidays.
  • Ability to work in a union environment.
  • Knowledge of the Phoenix East Valley area (Phoenix, Tempe, Mesa, Chandler, Gilbert, Scottsdale).
  • Computer literate.
  • Knowledge of Trapeze Ops, Hastus Daily or similar software is desirable.
  • Minimum two (2) years of transit industry experience.

Key Accountabilities:  

Workforce Scheduling/ Rostering/ Scheduled Detour Planning:

  • Responsible for ensuring daily schedules produced are achievable, efficient, utilize the full range of technological tools to assist in their production, and are in accordance with Keolis/ Valley Metro policies and procedures. 
  • Reviews payroll to revenue hours, daily overtime hours against the shift bid to ensure efficient maximization of resources. Adjusts as required based on data trends and prepares for permanent improvements with the next scheduled shift bid. 
  • Manages Bus Operator time off requests for assigned location, approves or denies based on daily allotment in accordance with the CBA and ensures replacement coverage. 
  • Communicates regularly with the Workforce Planning & Dispatch Ops Manager regarding any challenges, discrepancies, or improvements that could benefit the team.
  • Attends scheduling committee meetings, acts on feedback received that is valid for improvements.
  • Reviews City GIS & CIP sites/ AZ 511 for upcoming construction events posing impacts to fixed route lines. Works collectively with the Communications Control/ OCC Department to ensure all detours are set within the CAD AVL Software as required and detour bulletins are posted when applicable.

 Dispatch Operations Oversight (Window Dispatch): 

  • Works closely with the Dispatch Team to ensure that Bus Operators are checked in on-time and are in line with scheduled duty report times to achieve at 100% on time pull-out goal. 
  • Ensures Dispatch takes all measures possible to mitigate lost service time, missed routes, etc... Goal is 100% service coverage. 
  • Ensures Dispatch is correctly and accurately entering data into the time & attendance software system (DCS) including pay hours, absenteeism, and proper Dispatch notes.
  • Review the performance of the Dispatch Team to ensure tasks are completed accurately and on time.
  • Identify any issues with Dispatch performance (e.g., delays, missed tasks, inefficiencies) and mitigates as required.
  • Provide ongoing feedback to Dispatch to improve processes and ensure that performance standards are met. 
  • Foster a team environment Conducts daily Dispatch huddles at the assigned location to ensure teamwork, excellent communications, set expectations and boost employee engagement. 
  • Hire, train, and evaluate dispatch personnel. 
  • Provide coaching and performance feedback to ensure high-quality service delivery.

  • Other duties as assigned.
