This is highly responsible, professional and diverse administrative work as the principal assistant to the Human Resources Director, assisting in planning, organizing, and directing the activities of the Human Resources Department. The Assistant Human Resources Director provides comprehensive assistance in developing, implementing and monitoring City policies/procedures in all human resources-related matters, provides the Human Resources Director with recommendations on human resources-related issues, and serves as acting director in the absence of the director. Work is performed with significant discretion and initiative in carrying out departmental objectives efficiently and effectively under the general direction of the Human Resources Director.
 

Essential Job Duties

  • Supervises the coordination of daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Researches, revises and develops policies, procedures and priorities to meet established goals and ensure legislative compliance.
  • Assists with the development, implementation and maintenance of strategic, fiscal and service improvement plans for the Human Resources department.
  • Assists with the development and maintenance of annual department budget.
  • Supervises through subordinates the training and development, employee engagement, performance management, recruitment, onboarding and personnel records management functions.
  • Provides technical guidance, coaching, consultation, information, and assistance to City Manager, department directors, supervisors, and employees regarding human resources policies, practices, procedures, programs, and employee relations issues as assigned by the Director.
  • Assists the Human Resources Director in managing the City's labor relations program, to include, contract administration, drafting contract language, handling of grievances, proposed disciplinary action and employee complaint investigations.
  • Assists in the direction of the administration of City's classification and compensation plans and provides revisions as needed.
  • Administers and promotes the City's Equal Employment Opportunity and Affirmative Action Plan.
  • Represents the Human Resources Department and the City, as needed, at conferences and professional meetings.
  • Fosters positive employee relations and employee morale on a City-wide basis.
  • Perform all functions and responsibilities according to the Palm Beach County Code of ethics and Florida State Statutes 112.313.

 

Minimum Qualifications

 

  • Must have a Bachelor's degree from an accredited college or university, with major course work in Human Resources, Psychology, Business or Public Administration, Labor Relations, or related field.
  • Must have minimum of seven (7) years supervising staff.
  • Related supervisory experience in government preferred.
  • SHRM (SPHR/PHR)  or FCLRP certification preferred.
Must be computer proficient. Thorough knowledge of the principles and practices of public human resources management including selection practices, fair employment practices, labor relations, risk management, training and development, benefits administration, compensation and classification. Thorough knowledge of federal, state and local legislative, regulatory and judicial requirements applicable to the area of human resources management. Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management Ability to communicate effectively in oral and written form. Ability to handle complex problems encountered using knowledge acquired through training and experience. Ability to train and supervise subordinate personnel. Ability to carry out complex assignments independently and make decisions based on established law, policies, and procedures. Ability to work with and within teams. Ability to be proactive in matters relating to all aspects of human resources. Ability to establish and maintain effective working relationships with elected officials, department officials, outside agencies, employees, and the general public.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
