Under general direction, assist with the planning and implementation of Human Resources department duties. Perform a wide variety of work in maintenance of the City’s human resources benefit program, staffing, orientations, including establishment and maintenance of complex computer files, and preparation of complex reports. Work varies, requiring interpretive judgment within generally prescribed standards and procedures.
Assist the Director with planning, implementing and directing the Human Resources Department. Coordinate and administer group benefit plans including: health, dental, life, supplemental life, long term disability, Section 125, retirement plans, health savings accounts, and HIPPA; assist with employee enrollment and separation explaining basic plan provisions; resolve employee benefit problems; coordinate COBRA and FMLA; maintain confidential records and personnel files; provide new employee orientation; assist with updating and maintaining City’s pay plan; prepare complex reports and spreadsheets as required; maintain mandatory federal and state postings; processes personnel action forms; complete employment verification requests; complete annual staffing surveys; serve as payroll coordinator for assigned departments; calculate garnishments and withholding orders; assist with special projects. Performs other duties as assigned.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in human resources or related field with five years of administrative work, including three years benefit administration. Strong computer skills with advanced Excel knowledge required.
