Our full-time Human Resource Department is responsible for recruiting and retaining qualified employees to ensure that we have the best talent to serve our communities.

Examples of Duties

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.

  • Lead HR managers in administering Total Rewards programs, including benefits and compensation/classification initiatives.

  • Supervise staff; contribute to department goal-setting, policy development, and performance evaluation.

  • Manage contracts and vendor relationships; prepare, evaluate, and negotiate RFPs for benefits and compensation studies.

  • Oversee Total Rewards program performance, resolve operational issues, and drive innovation and strategic alignment.

  • Assist with HR budget planning and interpret compliance requirements.

  • Conduct strategic analysis and present reports and recommendations to stakeholders.

  • Analyze payroll and policy matters using sound HR judgment.

  • Conduct compensation audits; ensure internal equity and maintain annual Pay Plan Narratives.

  • Lead position reclassification and classification projects; manage salary surveys and FLSA reviews.

  • Submit legally required EEO-4 reports biennially.

  • Serve as Acting HR Director in their absence and perform additional duties as .


Minimum Qualifications

  • Bachelor’s degree in Human Resources Management, Business, Public Administration, or a closely related field.
  • Minimum 7 years of progressive HR experience and 5 years of HR leadership or experience in a management role.
  • Valid driver’s license.
  • Preferred: Experience in local government and SHRM-CP or SHRM-SCP certification
