Assistant Director, Talent Acquisition and Shared Services (25260549)

As the Human Resources Office continues its transformation into a service‑oriented, employee‑centric function and trusted advisor to the University, we are seeking a seasoned and high‑calibre professional to take on a pivotal leadership role as Assistant Director, Talent Acquisition and Shared Services.

This senior position provides strategic and operational leadership over Talent Acquisition and Human Resources Shared Services (HRSS), with accountability for end‑to‑end people operations across the employee lifecycle. Reporting to Director of Human Resources, the role is responsible for driving operational excellence, strengthening service delivery, and advancing modern, efficient, and compliant HR practices across the University.

Responsibilities:

Talent Acquisition

  • Develop and execute University‑wide talent acquisition strategies aligned with institutional goals, workforce planning, and future capability needs;
  • Lead and oversee end‑to‑end recruitment operations, including academic, teaching, professional, and administrative appointments;
  • Serve as the strategic advisor for recruitment‑related matters;
  • Build and strengthen the University’s employer brand and candidate experience through innovative sourcing channels, recruitment events, and targeted outreach;
  • Establish recruitment standards, policies, and procedures to ensure consistency, quality, efficiency, and legal compliance;
  • Monitor, analyse, and report talent acquisition metrics and KPIs to support data‑driven decision‑making and continuous improvement; and
  • Provide guidance, training, and mentoring to hiring managers and interview panel members to uphold best practices and governance.

Human Resources Shared Services

  • Provide strategic and operational leadership over HR Shared Services, overseeing HR processes across the full employee lifecycle, including recruitment administration, onboarding, staff movement, concurrent appointment, certification, benefits administration, and offboarding;
  • Drive operational excellence by reviewing, streamlining, and standardising HR processes in alignment with University‑wide standards and service expectations;
  • Leverage automation, HR technologies, and digital solutions to enhance efficiency, accuracy, and employee experience;
  • Collaborate closely with HR Business Partners and cross‑functional stakeholders to eliminate process duplication, improve workflows, and strengthen service integration;
  • Ensure consistent and high‑quality service delivery across HR operations through robust governance, documentation, and service frameworks;
  • Establish and maintain comprehensive operational documentation, knowledge bases, and training resources to support scalability and sustainability; and
  • Ensure full compliance with employment‑related ordinances, statutory requirements, and internal policies.

People and Leadership

  • Lead, mentor, and develop teams across Talent Acquisition and HR Shared Services, fostering a culture of professionalism, accountability, and continuous improvement;
  • Build strong succession and capability within the teams through coaching, performance management, and professional development initiatives; and
  • Perform any other duties as assigned in support of the strategic objectives of the Human Resources Office.

Requirements:

  • A recognised degree in Human Resources Management, Business Administration, or a related discipline; with at least 12 years of relevant professional and managerial experience; 
  • Substantial and progressive experience in talent acquisition and HR operations/shared services, preferably within a sizable organisation;
  • Proven track record of leading and managing teams at a senior managerial level;
  • Strong understanding of end‑to‑end HR processes, workforce planning, and recruitment strategies, with a focus on service excellence and governance;
  • Proven ability to drive operational transformation, process optimisation, and automation through effective use of HR technologies;
  • Sound knowledge of employment‑related ordinances and statutory regulations;
  • Excellent leadership, strategic thinking, organisational, and stakeholder management skills;
  • An assertive, solution‑oriented professional capable of working independently under pressure and managing competing priorities; and
  • Excellent command of written and spoken English and Chinese, including Putonghua.
Applicants with less relevant work experience may be considered for the post of Senior Manager.

Shortlisted candidates will be invited for written tests.

The initial appointment will be offered on a fixed‑term contract of three years.  Re‑appointment thereafter will be subject to mutual agreement and availability of funding.

Salary will be commensurate with qualifications and experience.
