Purpose Statement

The job of Human Resources Director - Certificated Staff is done for the purpose/s of recruiting, hiring, supporting, and retaining highly qualified certificated staff in alignment with district goals, Board policies, and applicable federal and state laws.

 

Essential Functions

  • Administers personnel policies and employment agreements for certificated and extra-duty staff for the purpose of conforming to district policies, agreements, and applicable federal and state laws.
  • Approves offer terms and extends employment offers to candidates for the purpose of filling certificated and extraduty vacancies in alignment with district needs, board-approved documents, and budgetary parameters.
  • Collaborates with internal and external groups (e.g. staff, administrators, colleges and universities, public agencies, vendors, and partners, etc.) for the purpose of implementing and/or maintaining support and programs.
  • Facilitates and participates in meetings, workshops, seminars, and job fairs for the purpose of identifying issues, developing recommendations, supporting staff, conveying information, and serving as a district representative.
  • Leads and oversees the Grow Your Own Teacher Program for the purpose of building a strong pipeline of teacher candidates.
  • Leads the recruitment process (e.g. advertising vacancies, screening applicants, conducting interviews, and gathering references, etc.) for the purpose of hiring highly qualified certificated staff.
  • Maintains manual and electronic documents, files, and records (e.g. personnel records, background check information, vacancy listings, applicant tracking systems, etc.) for the purpose of ensuring accuracy, accessibility, and compliance with regulatory requirements.
  • Monitors personnel-related processes (e.g. vacancy posting, interview scheduling, credential verification, education verification, etc.) for the purpose of ensuring efficient processing and compliance with legal and administrative requirements.
  • Partners with administrators and conducts investigations as needed for the purpose of addressing employee relations matters and supporting effective personnel management.
  • Partners with colleges and universities for the purpose of recruiting, selecting, and placing student teachers and building a strong pipeline of certificated candidates.
  • Partners with the substitute teacher provider for the purpose of ensuring vacancies are filled in a timely manner.
  • Prepares complex written materials for the purpose of documenting activities, meeting compliance requirements, supporting decision-making, and providing presentations or references.
  • Recommends personnel policies, procedures, and administrative actions for the purpose of providing direction in support of the district’s goals and objectives.
  • Responds to written and verbal inquiries from internal and external stakeholders (e.g. staff, administrators, community members, parents, and public agencies, etc.) for the purpose of identifying issues and recommending or implementing appropriate remediation.
  • Serves as a resource to candidates, new hires, and employees for the purpose of providing guidance, information, and support throughout the employment lifecycle.
  • Supports diversity, equity, and inclusion initiatives for the purpose of building and sustaining a diverse, highly qualified certificated workforce.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

 

Job Requirements: Minimum Qualifications

 

Knowledge, Skills and Abilities

 

KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: personnel processes; and pertinent codes, policies, regulations and/or laws.

 

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment, including utilizing pertinent software applications; planning and managing projects; developing effective working relationships; and administering personnel policies and procedures.

 

ABILITY is required to schedule a number of activities, meetings, and/or events; gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a wide diversity of individuals; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; meeting deadlines and schedules; working with detailed information; working as part of a team; working with multiple projects; dealing with frequent interruptions and changing priorities; maintaining confidentiality; and facilitating communication between persons with frequently divergent positions.

 

Responsibility

 

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; directing other persons within a small work unit; operating within a defined budget. Utilization of significant resources from other work units is sometimes required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.

 

Work Environment

 

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, 10% standing. This job is performed in a generally clean and healthy environment.

 

Experience: Job related experience within specialized field with increasing levels of responsibility is required.

Education:   Master's degree in job related area.

Equivalency: School Principal experience required
