Summary

Responsible for partnering with hiring managers to understand recruitment requirements, develop effective strategies, and ensure a seamless hiring process including, but not limited to, sourcing, attracting, and hiring top talent to meet the City’s staffing needs.

ESSENTIAL FUNCTIONS

DUTIES

  • Collaborate and partner with hiring managers to understand current and future business objectives including, but not limited to, conduct needs analysis, determine staffing needs, and develop effective sourcing strategies.
  • Oversee full recruitment lifecycle including, but not limited to, proactively source and engage passive and active candidates, screen resumes, coordinate interviews, participate in interview panels, and facilitate the hiring and onboarding process. 
  • Lead and collaborate on projects and initiatives including, but not limited to, that advance recruitment technologies and tools, streamline processes, enhance the candidate and manager experiences, and improve overall efficiency and effectiveness.  
  • Collaborate with internal stakeholders to gather role specific information for researching and developing recruitment marketing materials that enhance the City’s employer brand and promote the City as an employer of choice. 
  • Create and implement compelling job ads and materials to be used across job boards, social media, and a variety of innovative techniques and platforms; establish and maintain constant Social Media presence to promote the City of Denton’s brand, culture, and values. 
  • Communicate with internal and external stakeholders and candidates; provide a consistent, positive-hiring experience, recognizing value that different perspectives and cultures bring to an organization. 
  • Partner with internal and external stakeholders and coordinate the seasonal hiring process to establish timelines, in-person hiring, and processing events; ensure an efficient system for managing a large volume of applicants.
  • Represent the City at high-value events including, but not limited to, recruiting/career events, job fairs, association meetings/events, and community networking events. 
  • Collaborate with local educational institutions and community organizations to build connections and establish and administer recruitment and career progression programs providing access to qualified candidates. 
  • Partner with internal stakeholders to standardize recruiting practices, provide tools and guidance, consult on effective selection strategies, and ensure consistent candidate experience; identify and implement process improvement opportunities and monitor outcomes using data analytics and other reporting tools.   
  • Develop and facilitate training programs including, but not limited to, interviewing, candidate communication, system usage, and compliance that enhance hiring manager skills and support positive candidate experiences.   
  • Ensure all recruitment processes adhere to legal requirements and standards; maintain accurate records of candidate interactions and interviews.   
  • Track recruitment metrics, analyze data for trends and opportunities for improvement; provide aggregate hiring reports to HR leadership.
  • Stay abreast of industry trends and recruitment best practices to help shape recruitment strategies.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, or related field; and,
  • Two (2) years’ experience in talent acquisition, human resources, or related field, 
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

REQUIRED SKILLS/ABILITIES
An individual must be able to perform each essential duty satisfactorily. The list below represents the knowledge, skill, and/or ability to perform this job successfully:
  • Knowledge of applicable Federal, State, and Local Government laws and regulations regarding human resources and compliance.
  • Knowledge of applicant tracking systems (ATS), LinkedIn Recruiter, and HR analytic tools. 
  • Knowledge of recruitment, sourcing, employer branding, and candidate assessment methods and best practices. 
  • Skill at creating and delivering multi-mode communications that are clear, engaging, and unique to audiences/positions. 
  • Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
  • Skill in moderate problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in providing exceptional service to internal and external customers. 
  • Skill in interpersonal relationships, including using tact, patience, and courtesy. 
  • Ability to attract and select talent to meet current and future needs. 
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience including writing clear, precise, well-organized emails, memos, letters and documents while using the appropriate vocabulary and grammar.

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.

Environmental Factors and Conditions/Physical Requirements

SAFETY 

  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs. 
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals; work with recruitment materials and displays, and use of motor vehicle.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds. 
  • Environment: Works in an office setting, auditoriums, and occasionally outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, insects, odors, and uneven ground; occasionally requires irregular and/or prolonged hours.
  • Travel: Travel to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed.
