The UNICEF Global Shared Services Centre (GSSC) was created with a mission of being a center of excellence for the global delivery of efficient services within a culture of customer service, continuous business improvement, knowledge-sharing and innovation to support the effective achievement of UNICEF’s program results worldwide. The UNICEF GSSC currently manages transactions for the organization in four main lines of service globally to all staff: Finance, HR Administration, Payroll and Business Innovation and Support-Customer Care.

To improve global efficiencies in the benefits and entitlements administration in UNICEF Global Shared Services Centre Human Resources Administration Section is seeking the People and Culture Manager to transition and lead the Benefits and Entitlements. The HR Administration Section delivers high quality, responsive, timely and equitable human resources services for UNICEF offices which include onboarding, staff entitlements, benefits, and other administration support.

How can you make a difference

Under the guidance of the Chief of Human Resources Administration, the incumbent of this highly specialized post leads a large team responsible for managing benefits and entitlements for UNICEF staff members globally. In the highly metric-driven environment of the Global Shared Services Centre, the incumbent ensures compliance with Service Level Agreements (SLAs), achievement of Key Performance Indicators (KPIs), and the delivery of high-quality services related to personnel entitlements, benefits, and other HR administration functions. The incumbent ensures alignment with UNICEF’s HR policies and procedures and plays a key role in promoting efficiency, accuracy, and service excellence within the team. In addition, the incumbent oversees the maintenance of staff HR master data and is responsible for providing HR service delivery support to the International Telecommunication Union (ITU).

Summary of key functions/accountabilities:

  1. Provide technical leadership, operational support and guidance.
  2. Responsible for oversight of global HR Master Data with respect to transactions being processed by the benefits & entitlements team.
  3. Management of Global Shared Services Centre priorities and volume of work, including ensuring SLAs, quality & accuracy of financial transactions.
  4. Partner with internal and external partners to deliver services and improve business processes.
  5. Manage complex and sensitive queries / escalations related to benefits & entitlement policies.
  6. Leadership and management of service delivery teams.
  7. Build active cooperation, networks and partnerships with other agencies.
  8. Identify and explore best practices and innovation in HR area.
  9. Oversee HR service delivery for The International Telecommunication Union (ITU).

To qualify an advocate for every child you will have… 

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in human resource management, business management, international relations, psychology or another related field is required.
    A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
  • Work Experience: Eight years of professional experience in human resource management and human resources administration in an international organization and/or large corporation is required. Experience in a supervisory/managerial capacity, included managing large size teams is required.
  • Skills:
    • Managerial: The ability to allocate appropriate time and resources for successful achievement of goals and foresee risks and allow for contingencies when planning. Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.
    • Strategic: Experience and ability to help design and implement targeted and innovative human resources strategies to address clients’ people-related needs. Ability to help design and implement innovative HR programs within a fast paced, evolving, and wide organizational setting.
    • Technical: Authoritative technical knowledge of the principles and concepts of human resources management. Capacity to adapt policies, approaches and models to meet emerging needs. Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve same. Excellent knowledge of organizational and HR information technology systems and tools. Experience of UNICEF's human resource policies, programme and designing of processes is required.
    • Interpersonal and Communication: Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience. Empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
  • Language Requirements: Fluency in English is required.

Desirables:

  1. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  2. Experience with an international organization shared service business support centre and excellent client management capabilities are highly desirable.
  3. Hands on experience in field-office locations is desirable.
  4. Experience as an advanced user or a subject matter expert in HR module of an ERP system is highly desirable.
  5. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
