Job Description

General Statement of Duties
To perform difficult managerial and administrative work in planning, organizing, and directing a comprehensive personnel management program and assists the Safety Director with the safety program for the Town of Nashville.

Distinguishing Features of the Class
An employee in this class is responsible for the management of the human resources functions for the Town of Nashville. Emphasis of the work is on defining operating policies and procedures and administering a municipal human resources program for employee recruitment, selection and retention; employee relations; management and staff development; equal employment opportunities; classification and pay; employee benefits; performance review and merit pay; policy development; personnel records; and employee safety. Work is performed under the general direction of the Town Manager and performance is evaluated on the basis of attainment of specific performance objectives, personal observation, feedback from managers of departments, and employee feedback.

Duties and Responsibilities

  • Administers comprehensive personnel management programs including recruitment, selection and retention; employee relations; management and staff development; equal employment opportunities; classification and pay; performance review and merit pay; policy development; and personnel records.
  • Writes and administers personnel policies and procedures; determines long-range and short- term program goals and objectives; identifies program mission and scope of services; develops, interprets, and enforces Town-wide personnel policies and procedures.
  • Work with Town Attorney on complex personnel matters to ensure compliance with applicable policy language and any relevant case law.
  • Assist in the development of complex personnel policy Corrective Action documentation; Review all documentation prior to delivery by Department Heads.
  • Counsels Department Heads on complex personnel matters.
  • Manages municipal benefits, health, retirement, and safety program activities through contract administration and outside provider services; represents the Town at meetings with third party administrators
  • Administers and implements the workers' compensation, safety, wellness, and benefits programs
  • Ensures accuracy of all HR related payroll deductions including retirement; medical, dental, and supplemental insurance; garnishments; and charitable contributions. Tracks FMLA and other leaves of absence by employees.
  • Responsible for town’s compliance with federal and state legislation pertaining to all human resource matters such as public employment law, FLSA, ADA, and FMLA.
  • Maintains the employee database for the Town including establishing new employees and exiting separating employees; performs new employee orientation and exit interviews.
  • Serves as Deputy Safety Officer; administers property, casualty and liability insurance programs for the Town; serves as liaison with insurance, vendors, and claimants; coordinates legal action regarding risk management activities with the Town Attorney or representing attorney, insurance company, and other relevant parties.
  • Coordinates the administration of workers’ compensation and employee training.
  • Communicates with external agencies (i.e. EEOC, ESC, etc.) and provides requested information. Attends hearings as needed.
  • Assists with or trains on required areas of training such as Fire Safety, Slips/Trips and Falls, Hazards in the Workplace, Substance Abuse, Right to Know, Bloodborne Pathogens, Sexual Harassment, Harassment in the Workplace.
  • Negotiates annual employee insurance renewals with Broker and vendors. Manage COBRA benefits for former employees.
  • Council employees considering retirement on retirement and benefit options and work with retirees on Post-Employment Benefits.
  • Serves as Privacy Officer per HIPAA regulations; oversees the processing and maintenance of personnel records and files
  • Coordinates and administers the Wellness Program and other activities such as employee appreciation and the Town Christmas Party.
  • Manage Employee Assistance Plan (EAP) program. Facilitate complex employee mandatory referrals, work with vendor to ensure employee compliance with return to work requirements. Council employees on general EAP services and make referrals.
  • Serves as the Town’s Designated Employer Representative (DER) per DOT drug screening regulations. Oversee monthly random draw and advise Departments of selected candidates. Review drug screen results with provider. Work with Department Heads on unfavorable results. Ensures compliance with Town policy and Federal laws regarding testing and reporting results.
  • Serves as the Town’s ADA Transition Plan Coordinator; manage employee requests for reasonable accommodation under the ADA.
  • Administers department budget; assesses needs for additional resources; requests additional funding to support program growth and development; adjust budget as necessary; justifies budget expansion requests to Town Manager.
  • Assists in the preparation of the annual operating budget, OPEB and LEO audits and reports, and Comprehensive Annual Financial Reporting. Administration of post retirement programs and benefits.
  • Participates in key management decisions affecting the nature and scope of various municipal programs and services; provides input in the expansion or revision of existing programs and services; assesses recommendations for expansion or revision of programs to determine impact on the Town’s human resources or related personnel management activities.
  • Resolves complex, sensitive and controversial issues involving all aspects of public personnel administration, including employment, disciplinary actions, grievances, and performance problems and evaluations; consults with Town Manager in resolution of problems
  • Reviews and approves all personnel actions prior to processing by payroll administrator; advises Town Manager of inconsistencies in personnel practices or policy applications
  • Manage Town’s Affordable Care Act (ACA) compliance efforts. Ensures timely creation, distribution and submission of required Federal ACA forms to employees and government agencies
  • Manage Town’s COBRA process and procedure for medical and dental plans
  • Manage Town’s participation in the Rescue Squad Workers’ and Firefighters Pension Fund
  • Knowledge of Federal and State tax processing
  • Facilitate conversations and write policy and procedure for FEMA related pay practices
  • Facilitates conversations and write requests for internal salary adjustments for existing work force which deviates from established practices
  • Serve as a professional technical consultant to management staff; provides guidance in utilization of staff, organizational design, and development of new positions or staff roles
  • Participates in key management decisions affecting the nature and scope of various municipal programs and services; provides input in the expansion or revision of existing programs and services; assesses recommendations for expansion or revision of programs to determine impact on the Town’s human resources or related personnel management activities
  • Assists departments with the selection process which may include assisting in interviewing applicants, evaluating applicants’ qualifications, and recommending qualified candidates for employment. Manages and participates in the recruitment and selection processes for the Town; posts advertisements; screens applications; develops selection processes including interview questions, job sample tests, and related assessments; participates in interviews when needed; coaches supervisors and managers in effective and legal hiring practices; maintains records and checks for adverse impact; reviews screening methods for job-relatedness and effectiveness; advances organizational diversity.
  • Ensures compliance with applicable federal, state and local statutes; advises management on matters concerning human resources management and potential claims of discrimination; prepares summary reports for the Town Manager
  • Develops annual department work plans; sets work standards for personnel activities and assesses staff performance
  • Administers, supervises, and conducts classification and compensation studies; maintains and updates the classification and compensation plans
  • Investigates allegations of sexual harassment, other forms of harassment, employment discrimination, and other policy violations
  • Advises employees on personnel policies and programs; counsels employees with problems and concerns
  • Oversees the performance appraisal system
  • Plan, prepare and host all town-wide employee events, including securing venue, site prep, catering, entertainment and purchase of employee gifts
  • Prepares a variety of periodic and special reports; completes other special projects as required
  • Performs related tasks as required

Knowledge, Skills and Abilities
  • Comprehensive knowledge of accepted theories, practices, and principles associated with public personnel administration and human resource management
  • Comprehensive knowledge of applicable federal, state and local laws and regulations governing public personnel administration
  • Considerable knowledge of federal and state tax laws and guidelines
  • Comprehensive knowledge of standard personnel programs in job classification, wage and salary structures and compensation administration, employee relations, staff development, recruitment and selection, benefits administration, retirement, and post-retirement benefits.
  • Thorough knowledge of equal employment opportunity and affirmative action regulations
  • Knowledge of organizational theory and human dynamics 
  • Ability to present ideas effectively in written and oral form
  • Ability to establish and maintain effective working relationships with Municipal officials, management, employees, and the general public
  • Ability to conduct detailed analysis and assessment of program information
  • Ability to plan, organize, and manage multiple personnel management and benefit programs
  • Ability to plan and coordinate periodic and annual employee recognition programs

Physical Requirements

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Work requires reaching, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities

Working Conditions
Work is typically performed in an environmentally controlled office environment. Work may also require working in an outside environment to assess safety programs and/or perform other Human Resource related work. Position is subject to meetings outside the normal 8-hour day environment and may include travel to facilities, working after hours and on weekends.
Employees in this class may also be infrequently subject to working in hot or cold environmental temperatures.

Education
Graduation from an accredited college or university with a Bachelor’s degree in human resources, public administration, business administration, or other field of study related to the nature of the work performed; a Master’s degree is preferred

Experience
At least five (5) to seven (7) years of progressively responsible and broad-based professional experience in governmental or private industry human resource management


Special Requirements

  • Valid North Carolina driver’s license, preferred
  • IPMA-CP, IPMA-CS, SHRM-SCP or CP, PHR, OR SPHR certification preferred
  • Employee required to successfully complete the NIMS course work applicable to the position within one year
