Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. The Resource, Strategy and Optimization team is seeking a Data & Reporting Specialist, Workforce Planning to support data-driven decision-making across the Capital Projects Group (CPG). This role blends advanced analytics, data engineering, and workforce planning, with a strong emphasis on building scalable data solutions, automating workflows, and delivering actionable insights.
The successful candidate will work with large datasets to develop ETL pipelines, dashboards, and forecasting models, while supporting workforce planning activities such as demand forecasting, capacity planning, and resourcing analysis.
What will I be doing?
- Design and implement data management strategies, including building and maintaining ETL pipelines to extract, transform, and load data from multiple systems (HR, finance, project systems, Azure data sources)
- Develop and maintain relational databases and data models to support efficient data storage, retrieval, and reporting.
- Ensure data integrity, governance, and quality through validation, transformation, and monitoring processes.
- Perform data analysis using SQL, Python, and advanced Excel (Power Query, Power Pivot)
- Translate complex datasets into clear visual insights using dashboards, charts, and executive presentations.
- Support workforce planning initiatives including headcount forecasting, demand planning, and scenario modeling.
- Analyze workforce metrics such as capacity, utilization, attrition, and hiring trends to identify risks and opportunities.
- Liaise with internal stakeholders to gather business requirements and translate them into technical and analytical solutions.
- Provide subject matter expertise in data interpretation, reporting, and workforce analytics.
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, Business Analytics, Computer Science, Information Systems, or a combination of education, training and experience deemed to be equivalent.
- Experience in a Data Analyst, BI Analyst, or similar role with exposure to workforce or operational analytics.
- Knowledge of relational database concepts, database management software and tools and computer applications including MS Office Excel (Pivot tables, Power Pivot, Power BI, Power App) and SQL queries.
- Foundational experience in workforce planning, capacity modeling, or forecasting.
- Analytical and problem-solving skills to collect, organize, analyze, and disseminate significant amounts of information with strict attention to detail and accuracy.
- Ability to translate business needs into resourcing and forecasting insights.
- Interpersonal and relationship management skills to liaise with stakeholders and business units to identify/manage data/information requirements.
- Verbal and written communication skills to prepare reports, update and brief management; provide information and explanations of a technical nature to a range of internal stakeholders
